Differences between ammonia leak detection in NB/T 47013.8 and that in Appendix A of HG/T 20584

Recently I encountered a problem: the company needs to design a batch of heat exchangers. The designer specified NB/T47013.8 as the standard for ammonia leak detection in the shell side, but the non-destructive testing personnel said they couldn’t carry out this task without the necessary certification; however, it would be possible to use HG/T20584 Appendix A, as it is the production inspection personnel who will conduct the testing. Our company usually conducts inspections in accordance with Appendix A of HG/T20584. I just want to ask everyone whether, according to NB/T47013.8, it is required that non-destructive testing personnel hold certificates?
I heard that there is also a visual inspection in NBT; does one need to undergo training and obtain certification as a non-destructive testing specialist before carrying out that inspection?
