Does obtaining a pressure vessel inspection certificate impose any requirements on the qualifications of one’s employer?

Normally, the organization should be qualified, but those that have just obtained their certification do not yet possess such qualifications.
There are no special requirements; just working in this industry is enough. I don’t understand; how dare they charge money.
Why set it to visible only to the author? Everyone can share this; I obtained my A certificate in 2015, and the company didn’t have the necessary qualifications at that time.

According to Document No. 1336 issued by the General Administration of Quality Supervision, Inspection and Quarantine last November, the pressure vessel inspection certificate has been abolished. Are there other places where I can get certified?
