In the requirements for Class A welders specified in B2.1.2 of TSG 07-2019 regarding the licensing for the production and filling of special equipment, specifically for boiler installation under category B2, as shown in the screenshot, 8 certified welders are required for boilers 2G and 5G, while 5 are needed for boiler 6G. According to Z6002, boiler 6G can cover the requirements of boilers 2G and 5G. The question is whether it is necessary for the welders to have certifications specific to boilers 2G and 5G, or it is sufficient if they have the certification for 6G. I would like to hear the opinions of those who are familiar with this regulation.
6G will of course be able to cover 5G and 2G as well, but in any case, for each network standard, a certain minimum number of users must be met; that is, for 2G, the total number of users with licenses for 2G and higher standards must be 8.

I specifically went to the Quality Supervision Bureau to ask about this, and the reply I received was that it is possible to cover it; for each welding test that passes, only one person can be counted. In other words, when counting the number of people in category 2G, such a person is not included in the count for category 6G; it’s not possible to include them in both categories as you suggested.
