Is a crane considered a type of effort lever?

Can the crane boom be considered a force-lever for the luffing cylinder? And the amplitude cylinder and boom as a whole constitute a forceful lever with respect to the counterweight? If so, then for this effort lever, by adding counterweights, how much more load can be lifted? Is there a formula to calculate it?
I’m not familiar with the calculations related to cranes, but I’ve noticed that when this type of truck crane lifts heavy loads, it extends four legs outward. I think the weight counterbalance should also be related to the length of this bracket. Imagine if the scaffold were infinitely long, then the crane wouldn’t tip over, haha.
