On January 19, 2022, the China Special Equipment Safety and Energy Conservation Promotion Association (referred to as the “China Special Equipment Promotion Association”) organized experts in Beijing to hold a review meeting for the group standard titled “General Requirements for Covered Steel Storage Containers”. Due to the impact of the pandemic, this review meeting was conducted in a hybrid format, combining in-person and video conferences. The conference invited 9 experts from organizations such as Luoyang Petrochemical Engineering Design Co., Ltd., Hefei General Machinery Research Institute Co., Ltd., China Global Engineering Co., Ltd., Jiangsu Provincial Special Equipment Safety Supervision and Inspection Institute, and Beijing Special Equipment Inspection Center to form the review panel. Members of the drafting team from the Accident Center of the General Administration’s Special Equipment Bureau, China Special Equipment Inspection and Research Institute, Shandong Jingbo Holding Group Co., Ltd., and other relevant personnel from the China Special Equipment Promotion Association also attended the review meeting. The review meeting was first chaired by Wang Weiguo, the deputy secretary-general of the China Special Equipment Promotion Association, who appointed Chen Chonggang from Luoyang Petrochemical Engineering Design Co., Ltd. as the head of the review team. Chen Chonggang presided over the review meeting. The review panel heard a report presented by Du Chenyang, the main drafter, on behalf of the drafting team, covering the project background, the preparation process, and the handling of feedback received. Subsequently, the experts present had a lively discussion on each item of the standard text, offering many specific suggestions for revisions. Finally, the experts from the review panel unanimously agreed that the standard passed the review and gave it high praise. This group standard is established for the first time in China, and it sets out general requirements regarding the materials, design, manufacturing inspection, acceptance, backfilling, corrosion protection, regular inspections, and condition monitoring of buried steel storage containers and their associated facilities. The formulation and implementation of this group standard will undoubtedly facilitate the adoption of covered steel storage containers in China, enhance intrinsic safety and safety during operation, and also contribute to achieving the dual-carbon goals, in line with the principles of energy conservation and environmental protection.
