What is welded on the circumferential weld in the middle of the cylinder? Shims?
Communicate with the design team, and have them issue a change order to add the connection.

There’s no information on cylinder size/strength or anything like that. I can’t provide any advice on this; you can directly consult the design firm for calculations
It depends on the size of your end cap. For example, with a small end cap of DN219, using a hole diameter of 80 isn’t suitable. In the image, the end cap is quite large, so a hole diameter of 80 is fine; what needs to be considered are the wall thickness of the pipe and the strength of the equipment. Generally, there are no issues, but if there are problems, holes can be made for reinforcement
