According to the original standards, our company’s original manufacturing license levels were A1 (high-pressure vessels), A2, and A3, while the design license levels were A2 and A3. I am preparing to renew the certificate for 2021. In accordance with TSG07-2019, I plan to combine the manufacturing and design licenses into one certificate; the manufacturing license would be of type A2 (high pressure) and A3D, while only types A3 and D would be applicable for design work. So, what categories of design documents should be provided during the appraisal review?

According to the new licensing rules, TSG07-2019, your qualification for reissuing the license should be A2 or A3 (as per the rules). Because A2 can cover D. As for what you said (that you only design A3 and D, not A2), it’s actually not cost-effective. Because according to what you say, your qualifications will become A2 and A3 (per the rule design, the design of A2 containers is outsourced). Furthermore, the design of A2 is essentially not very different from that of Class D containers; why not simply renew the certificates for both at the same time? As for the design documents provided, they are naturally based on the types of products produced by your factory. For example, if your factory mainly produces single-chamber containers and heat exchangers, then the prototype products would be one high-pressure single-chamber container and one heat exchanger. However, regarding the statement on trial-produced products in Figure C-6 below: “Design parameters and manufacturing processes should cover the entire range of products,” there may be variations in interpretation in different places; it is advisable to consult a certification and evaluation agency for clarification.
Why merge? After merging, it cannot be designed for external use. Design additions can be made.

Thank you for following! Currently, A2 is a high-pressure vessel, and the original design certificate does not grant this qualification. Considering its own circumstances, the company designs only products manufactured by itself and does not undertake external design work.
