What are the journalsWithout page charges in the pressure vessel industry?

I need this for my professional title application; are there any journals in the pressure vessel industry that do not charge article processing fees? The quality of the paper isn’t very high; it cannot be published in statistical journals such as \"Pressure Vessels\", \"Chemical Equipment and Piping\", and \"Petroleum and Chemical Engineering Equipment Technology\". Provincial-level journals will suffice. I would appreciate it if fellow researchers could recommend some suitable journals. Thank you!
None of these three charge page fees; whereas others such as publications on petrochemical equipment, chemical machinery, oil and chemical equipment, Shandong Chemical Industry, and Guangdong Chemical Industry do charge fees. If you look for major engineering companies that publish journals in the chemical field, they also accept articles related to pressure vessels, and some of them do not charge page fees
Okay, there are too few journals that don’t charge page fees these days……
It is recommended not to submit to \"Petroleum and Chemical Equipment Technology\"; it is published by SEI, and it is very difficult to get articles accepted there by our design institute. At first, they said the submission was basically approved and asked for a page fee; after a month, they said it failed the final review and suggested submitting it to provincial-level journals, or even some journals that I’ve never heard of before. Should we ask for a partial refund or transfer the submission to another journal?
I submitted this before, and it was rejected; the quality of the paper wasn’t good enough :(
