I would like to ask everyone: When a pressure vessel manufacturing plant outsources non-destructive testing, does the vessel factory need to (purchase) a gloss meter and a densitometer?
It is not necessary, but a quality inspection responsible engineer is required to oversee the subcontractors.
Some experts are now requesting this during the evaluation process; I’d like to find out where these experts got their claim

Agreed. Although it is outsourcing, the container manufacturing plant remains the responsible party and must have the capability to oversee the quality of the outsourced processes. If they don’t even have a colorimeter or a densitometer, how can they determine the quality of those outsourced processes? Can they even do without a light for examining the containers?
The manufacturing plant should have the qualifications to produce pressure vessels, right? Isn’t there a requirement for an inspection room in the manufacturing qualifications? It also mentioned the basic requirements for flaw detection personnel and equipment
