Calculation of foundation bolts for cylindrical storage tanks in PVDesktop

Recently, after using a new software for calculating storage tanks, I found that the values calculated by the previous PVDesktop for the overturning moment MWS caused by horizontal wind forces and the overturning moment MWR caused by vertical wind forces for cylindrical storage tanks were relatively low. As a result, many storage tanks that previously did not require foundation bolts are now found to need them according to the calculations. Has anyone noticed a similar problem? I then did the calculations by hand and found that the value of Mw (the overturning moment exerted by horizontal and vertical wind pressures at the junction of the tank wall and bottom) for the cylindrical storage tanks in PVDesktop was too low; I’m asking if anyone else has noticed this as well.
The values of the overturning moment MWS caused by horizontal wind pressure and the overturning moment MWR caused by vertical wind force in the software are incorrect.
What are some good software options for tank design? There is a water storage tank that needs to be designed; I’m not sure which software would be suitable
