Hubei’s plan to address the chemical pollution around the river is unveiled! On September 23, it was learned from a press conference held by the Information Office of Hubei Province that, as part of efforts to address weaknesses in the ecological environment, the province will invest 141.3 billion yuan over three years to resolve the issue of chemical industries surrounding rivers. According to Hubei Daily, Hubei Province will carry out projects aimed at addressing weaknesses in five key areas: the collection and treatment of medical and hazardous waste; the closure, transformation, relocation, or restructuring of chemical enterprises along the Yangtze River; the improvement of the rural living environment; rectification of prominent ecological and environmental issues in the Yangtze River Economic Belt; and the construction of water environment infrastructure in major river basins. A total of 419 projects have been planned, with a combined investment of 174.4 billion yuan. In terms of the collection and treatment of medical and hazardous waste, Hubei Province plans to implement 23 major projects with a total investment of 5.6 billion yuan. By the end of 2022, a relatively complete system for the collection, transportation, disposal, and utilization of medical and hazardous waste will have been established throughout the province. Regarding the closure, relocation, and transformation of chemical industries along the river, Hubei Province plans to implement 257 major projects with a total investment of 141.3 billion yuan. By the end of this year, complete the closure, transformation, and relocation of chemical enterprises within a 1-kilometer radius along the river ; By December 31, 2022, efforts should be made to shut down, reform, or relocate chemical enterprises within a 1-kilometer to 15-kilometer radius along the river. By promoting the relocation and transformation of chemical enterprises along the river, the process of upgrading the industrial structure will be accelerated, thereby eliminating the risks of chemical pollution in the Yangtze River. In August this year, Hubei Province issued the \"Three-Year Action Plan for the ‘Ten Key Projects’ to Revitalize the Region and Strengthen Its Capabilities after the Epidemic (2020–2022)\", which focuses on ten key areas in order to address weaknesses and enhance capabilities. The plan proposes to make active efforts to initiate construction of the Hubei section of the Third West-to-East Gas Pipeline, in order to promote the interconnection of gas pipelines. The Jianli–Qianjiang oil pipeline and the Three Gorges spillway-based refined oil transportation pipeline projects were completed. Efforts will be made to promote the integrated and large-scale construction and operation of gas storage facilities. Along the main pipelines and the Yangtze River, a gas storage system will be established that relies primarily on underground salt caverns and medium-to-large-scale liquefied natural gas (LNG) tanks, with local small-scale emergency gas storage facilities serving as a supplement. Special attention will be given to the development of the Qianjiang underground salt cavern gas storage facility, as well as LNG storage facilities in Anshan and Baihushan in Wuhan, and in Huanggang and Yichang; additionally, an LNG tank farm will be built in Huangshi. This will result in three major gas storage hubs in Qianjiang, Wuhan, and eastern Hubei. The plan also calls for completing the shutdown, renovation, relocation, or transformation of chemical enterprises within a 1-kilometer radius along the river, and advancing similar efforts for chemical enterprises located within a 1–15 kilometer radius along the river. Establish a circular, full-life-cycle green industrial chain to achieve efficient use of resources, recycling, and \"zero waste emissions,\" thereby enhancing the level of green development in the park. Enhance the professionalism of safety management in the park, strengthen daily supervision, improve emergency response capabilities, and boost the intrinsic safety of the park. Establish an integrated information management platform for safety, environmental protection, emergency rescue, and public services to build a smart park. Promote the application of high and new technologies, vigorously advance the technological transformation for clean production, and drive the extension of the chemical industry chain towards higher end.
