In particular, it is important to ensure fertilizer production during critical periods such as winter storage and spring planting, and to report production figures as required ; Coordinate with environmental protection departments so that fertilizer manufacturers rated A or B in terms of environmental performance are allowed to reduce emissions on their own when implementing emergency measures to address severe air pollution ; Promote stable production of phosphate rock and maintain reasonable price levels ; Support relevant phosphate fertilizer manufacturers in accelerating the construction of phosphogypsum-based acid production projects. Encourage domestic sulfur to be supplied directly to domestic phosphate fertilizer manufacturers on a priority basis ; Phosphate fertilizer manufacturers are actively supplying domestically produced phosphate fertilizers to the domestic market, with a particular focus on ensuring adequate supply during the spring plowing season. The Sulfuric Acid Association and the Phosphatic Fertilizer Association work together to ensure a smooth connection between the production of sulfuric acid and its sales, thereby stabilizing the purchasing and selling relationships between upstream and downstream parties. II. Promote smooth circulation of fertilizers and reduce costs associated with their use in agriculture. Provincial development and reform commissions, in conjunction with transportation authorities, should ensure smooth waterway and road transport for fertilizers and their raw materials ; Leverage the role of key distribution corridors for agricultural inputs to facilitate smooth circulation of fertilizers and raw materials ; Encourage key agricultural input distribution enterprises to increase the proportion of sales to end-users of fertilizers. Railways must strictly implement the preferential freight rates for agricultural fertilizers, and enhance capacity allocation to meet the needs of large-scale inter-regional transportation between fertilizer production and consumption areas, as well as during the winter storage and spring planting periods. In particular, it is necessary to ensure sufficient capacity for transporting phosphatic fertilizers from south to north and potassic fertilizers from west to east. Relevant business associations should fully leverage the role of the national agricultural inputs supply platform, encouraging key fertilizer producers and distributors to make use of public service platforms such as the national cotton trading market to facilitate connections between producers and consumers as well as for information registration. They should also urge enterprises to sell fertilizers at reasonable prices in a timely manner, particularly to meet the fertilizer needs of remote markets such as those in the Northeast and Northwest regions. III. Strengthen the management of fertilizer reserves and effectively leverage their role as a reserve mechanism. Provincial development and reform commissions should work together with relevant parties to oversee and inspect fertilizer reserve management, urge the enterprises responsible for storing these reserves to fulfill their obligations as required, and promptly address any difficulties they face in terms of sourcing supplies, transporting them, and obtaining financing ; Strengthen coordination among fertilizer reserves at different levels to enhance complementarity in terms of scale, variety, and timing. The Agricultural Development Bank should play its role as a policy bank by providing comprehensive financial services and support for fertilizer reserve operations as well as the construction of related storage facilities. Zhengzhou Commodity Exchange will continue to improve its “Worry-Free Commodity Storage” service, striving to provide professional services that help maintain stable prices for agricultural inputs. The China Agricultural Inputs Distribution Association should continue to optimize the functions of the **fertilizer commercial reserve data management platform, in order to make the registration and management of reserve information more convenient. IV. Strengthen the management of fertilizer import and export services and ensure proper import safeguards. Provincial development and reform commissions shall, in conjunction with relevant parties, supervise and guide fertilizer production and distribution enterprises within their jurisdictions to comply with the regulations governing fertilizer trade ; Support the construction of storage and transportation facilities for fertilizers and raw materials at ports to improve the efficiency of receiving, transferring, and loading/unloading at these ports ; Coordinate to ensure that ships transporting imported raw materials for fertilizer production, such as potassium fertilizer, phosphate rock, and sulfur, are given priority in docking and unloading. Key potassium fertilizer importing enterprises are encouraged to expand and optimize their channels for importing potassium fertilizers. Enterprises that are in a position to do so are encouraged to increase their sulfur imports as appropriate, in order to maintain a reasonable inventory level with the goal of stabilizing domestic supply. Relevant enterprises are encouraged to optimize the types and timing of fertilizer imports in line with the needs of agricultural fertilization. The Minmetals Chamber of Commerce should do a good job in providing services and guidance to potassium fertilizer importing enterprises. V. Strengthen the supervision of the fertilizer market and maintain a sound market order. Provincial development and reform commissions should support relevant parties in stepping up efforts to combat fake fertilizers, and actively leverage the role of grassroots organizations such as village committees as well as grassroots workers like those stationed in villages, so as to promptly identify and crack down on illegal activities in the fertilizer sector. The Zhengzhou Commodity Exchange needs to strengthen thorough supervision of urea futures, improve the delivery system, and optimize the delivery arrangements in order to better serve the real economy. Key fertilizer distribution companies are encouraged to take the initiative in fulfilling their social responsibility of ensuring a stable supply and prices of fertilizers, and to resist counterfeit and substandard products. Relevant business associations should strengthen the dissemination of information on fertilizer supply, demand, and prices, and promptly clarify false information in the market ; Improve the registration system for the fulfillment of social responsibilities in the fertilizer sector, and enhance the utilization of relevant information. All sectors of society are encouraged to strengthen supervision and actively raise issues that affect the stability of the fertilizer market. VI. Promote scientific fertilization and improve the efficiency of fertilizer use. Provincial development and reform commissions should support agricultural and rural authorities in strengthening the dissemination of knowledge on scientific fertilization as well as providing technical guidance ; Integrate and promote new technologies, products, and equipment that meet the requirements of scientific fertilization ; Encourage soil testing-based fertilization and the application of more organic fertilizers. Key fertilizer distribution enterprises should actively provide agricultural social services such as unified testing and distribution, as well as intelligent fertilizer formulation. They should produce and promote fertilizers such as ammonium sulfate and low-concentration diammonium phosphate according to local conditions, taking practical actions to reduce costs and increase efficiency in the use of fertilizers in agriculture. **The Development and Reform Commission requires that all relevant units promptly organize, arrange, and implement the corresponding work tasks. Provincial development and reform commissions shall take the lead in ensuring the supply of fertilizers and stabilizing their prices in their respective regions, and work together with relevant entities to address issues arising in various stages such as fertilizer production, transportation, storage, sales, and application.
