How should the preparation document for the overall schedule of an EPC turnkey project be compiled? I. Scope of Application This document is applicable to the preparation of the overall schedule for EPC turnkey project contracts, aiming to provide clear guidance and a basis for progress management at various stages of the project, so as to ensure its completion on schedule. II. Purpose and Content of Preparation (I) Purpose of Preparation 1. Overall progress control: As the first-level plan for the project, this plan is used to control the overall progress of the project’s construction, ensuring that it is completed successfully within the time frame specified in the contract. 2. Coordinated planning: In accordance with the requirements of the contract, coordinate the progress of the main systems and equipment in various project disciplines, providing a basis for preparing the respective progress plans and ensuring coordination and continuity among these disciplines. 3. Progress visualization: A Gantt chart is used to prepare the progress plan, making the project timeline clear at a glance and facilitating understanding and monitoring by the project team and stakeholders. (II) Content of preparation 1. Progress indication for systems and equipment: • For the main systems and equipment in various specialties, four horizontal bars are used to indicate the start and end times for design, procurement, construction, and commissioning, ensuring that the progress at each stage is clear and explicit. 2. Representation of the progress of individual projects: • For relatively independent projects that are subcontracted to external parties, such as docks and railways, a horizontal bar can be used to indicate their start and end times, thereby simplifying progress management. 3. Representation of facility progress when conditions are not clear: • For major Service Facility E, when the conditions are not yet defined, a horizontal bar can be used to indicate its start and end times; the detailed schedule will be established once the conditions are clear.
IV. Planning Procedure (1) Determining the construction timelines for major systems and equipment in each specialty • Based on the key timing requirements for the major systems and equipment in each specialty, as well as the project’s WBS, and by drawing on experience from the construction of similar systems and equipment, the construction timeline for each system and equipment in the project is determined one by one, to ensure that these timelines are reasonable and feasible. (II) Determining the sequence for the construction and commissioning of various systems and equipment 1. Sequence for partial commissioning and full-scale startup: • Based on the overall production process of the project, determine the sequence for the partial commissioning and full-scale startup of various systems and equipment, to ensure that their commissioning and startup take place in an orderly manner. 2. Sequence of partial commissioning for the utility systems: • Based on the requirements for the partial commissioning of various systems and equipment, the construction and partial commissioning schedule for the utility systems is determined to ensure their timely completion and stable operation. 3. Timeline for the construction and commissioning of major auxiliary production facilities: • Based on the requirements of the process system and equipment testing, determine the timeline for the construction and commissioning of each major auxiliary production facility, to ensure coordinated progress between these auxiliary facilities and the main project. 4. Timeline for the construction and commissioning of major off-site projects: • Based on the requirements of the project construction, determine the timeline for the construction and commissioning of off-site projects such as water sources, railways, and highways, to ensure that the progress of these off-site projects is in line with the overall project schedule. (III) Preparation Notes 1. Schedule for the construction of major systems and equipment: • The construction schedule for major systems and equipment is established in accordance with the contract requirements (overall schedule plan), to ensure that the construction progress of each system and equipment complies with what is specified in the contract. 2. Determination of the timeline for auxiliary production facilities: • The specific timeline for auxiliary production facilities is determined according to the project requirements, in order to meet the needs of project production and commissioning. 3. Requirements for the construction of plant utilities: • The plant utilities must be completed prior to the sectional commissioning, and must be able to supply water, electricity, steam, and gas stably to ensure the smooth progress of the commissioning work. 4. Construction arrangements for projects outside the plant: • Projects such as water sources, railways, and roads located outside the plant are generally subcontracted. Such systems and equipment should be installed before large quantities of equipment and materials are delivered to the site, so as to ensure that the progress of works outside the factory does not affect the advancement of the main project. 5. Method of constructing service facilities: • Service facilities can be built in phases as required by the contract, to meet the service needs at different stages of the project.
V. Plan Preparation Method: In accordance with the plan preparation procedures, and referring to the format and content shown in the figure below, the plan shall be prepared using the following method: (I) Input 1. Header information: • User (Name): Enter the full name of the project user to ensure the accuracy of the information. • Project Name: Enter the full name of the project to clarify its scope. • Factory location: Enter the specific address of the project site to help the project team understand its geographical location. • Project Code: Enter the unique code for the project to facilitate project management and identification. • Year, Month: Project calendar month – Enter the year and month in which the project plan is prepared, to specify the key timing points of the plan. 2. Activity content and coding: • Enter, item by item, the coding of the specialties and systems (equipment) involved in each specific project, as well as the activity content (i.e., the names of the specialties, systems, and equipment), in order of specialty and system (equipment). For example: • A Civil Engineering specialty: • 01 Certain system (equipment) • 02 Certain system (equipment) • ┇ • B Boiler specialty: • 01 Certain system (equipment) • 02 Certain system (equipment) • ┇ • C Steam turbine specialty: • 01 Certain system (equipment) • 02 Certain system (equipment) • ┇ • D Electrical engineering specialty • E Thermal control specialty: • 01 Certain system (equipment) • 02 Certain system (equipment) • ┇ • F Chemical engineering specialty: • 01 Certain system (equipment) • 02 Certain system (equipment) • ┇ 3. Project schedule: • Taking the effective date of the contract as the starting point, enter the construction progress for each system (equipment) one by one. Including: • System (equipment): start point and cycle • System (equipment) design: start point and cycle • System (equipment) procurement: start point and cycle • System (equipment) construction: start point and cycle • System (equipment) commissioning: start point and cycle • For certain major items, such as E-service facilities, if only the construction cycle needs to be determined, there is no need to enter the progress for design, procurement, construction, and commissioning separately. • For certain systems (devices), such as railways and ports, if the main focus is on controlling their commissioning date, it is sufficient to enter only the start date of construction and the duration. 4. Adjusting the schedule: • By taking into account the interactions between various systems (devices) as well as resource allocation, the schedule of each system (device) is adjusted to ensure the rationality and feasibility of the overall schedule plan. (II) Output • Overall project schedule plan: In accordance with the requirements and methods for preparation, an overall project schedule plan is developed (see Figure 1 for the overall project schedule plan), which provides clear guidance and a basis for project schedule management
VI. Division of responsibilities and timeline for plan preparation (I) Division of responsibilities 1. Approval: The project manager is responsible for approving the overall project schedule, ensuring its final review and approval. 2. Review: The deputy project manager is responsible for reviewing the overall project schedule to ensure its Rationality and feasibility. 3. Participation: Managers in design, procurement, construction, and commissioning participate in the preparation of the overall project schedule, providing progress information and recommendations from their respective fields. 4. Preparation: The control manager organizes the schedule control engineers to prepare the overall project schedule, ensuring the quality of the plan and its timely preparation. (II) Preparation timeline 1. Preliminary release: The preliminary version of the overall project schedule shall be prepared within 5 weeks after the contract comes into effect, in order to provide the project team and relevant parties with an initial outline of the schedule. 2. Publication: The official publication of the overall project schedule shall be completed within 7 weeks after the contract comes into effect, to ensure its official release and implementation.
