**Entrusted by Guoneng Yulin Chemical Co., Ltd., Energy Group International Engineering Consulting Co., Ltd. conducted a public tender for the project related to adsorbents and process package technical services for the hydrogen purification unit in the Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project. The tendering process was carried out in accordance with relevant regulations, and after evaluation, the winning bidder was determined. The results of this tender are announced as follows: For the adsorbents and process package technical services for the hydrogen purification unit in the Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project, the winning bidder is Chengdu Yizhi Technology Co., Ltd. As for the license for the water-coal slurry gasification technology used in the gasification unit of this project, the winning bidder is East China University of Science and Technology. This is a new project located in the North Area of Qingshui Industrial Park, Yushen Industrial Zone, Yulin City, Shaanxi Province. The project covers various fields such as coal liquefaction, coal gasification, naphtha-methanol coupled cracking, MTO, polycarbonates, and coal-based biodegradable materials, comprising a total of 38 process units, along with corresponding storage and transportation systems, utility facilities, and auxiliary equipment. The project’s outputs include important products such as coal-based specialty fuels (e.g., coal-based jet fuel and coal-based diesel), gasoline, coal liquefied asphalt, and coal-based biodegradable materials, as well as fine chemicals like xylene, mixed aromatics, and polycarbonates. At present, the first phase of Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project has been successfully completed and put into operation. It includes five main projects and supporting facilities, namely coal liquefaction, coal gasification, co-production of oil and alcohol along with downstream processing, MTO and downstream processing, and coal-based biodegradable materials. The coal gasification section maintains the original methanol production capacity of 2.1 million tons per year, while adjusting the production capacities of coal gasification and air separation in accordance with the hydrogen demand of the coal liquefaction section. This includes facilities such as 4x100,000 Nm³/h air separation units, 930,000 Nm³/h coal gasification units, 400,000 Nm³/h hydrogen purification units, and a methanol synthesis plant with a capacity of 2.1 million tons per year. The coal liquefaction section will see the addition of a new coal direct liquefaction production line with an output of 2.16 million tons per year, including facilities such as a coal liquefaction unit with a capacity of 4.8 million tons per year, a hydrogenation and stabilization unit with a capacity of 8 million tons per year, and a hydrogenation and upgrading unit with a capacity of 2 million tons per year. The MTO section has its production capacity reduced by half compared to the original level; the polypropylene plant’s capacity has increased from 200,000 tons per year to 360,000 tons per year, while the polyethylene plant’s production is shifted from low-density polyethylene (350,000 tons per year) to high-density polyethylene (340,000 tons per year). In addition, new products such as ethylene propylene diene monomer rubber and ultra-high molecular weight polyethylene have been introduced. The newly added olefin coprocessing and downstream processing section includes a 2 million tons per year naphtha-methanol coupled cracking unit ; For coal-based biodegradable materials, new production facilities for 50,000 tons per year of polycarbonate butanediol ester (PBC) and 160,000 tons per year of polybutenedioic acid butanediol ester (PBS) have been added. Since the Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project (CTC Project) received approval from the **National Development and Reform Commission in March 2015, it has undergone years of construction and development. As a pilot project for the CTC Project, it has provided the necessary raw materials for Shenhua Shaanxi Methanol Downstream Processing Project (SSMTO). The total investment for this phase of the project is 13.6 billion yuan, and the project covers an area of about 14 hectares; it is a key project within the coal chemical sector’s 13th Five-Year Plan of **Energy Group. The project covers the co-production of 1.8 million tons per year of methanol and 400,000 tons per year of ethylene glycol, and has successfully achieved seamless operation across the entire process. By the end of 2020, the production lines for methanol and ethylene glycol had been put into operation successfully, producing methanol and ethylene glycol products that met the required standards. Furthermore, novel coal-based biodegradable material polyglycolic acid (PGA) is further produced from the intermediate products in the ethylene glycol production process. In 2022, a demonstration project for the production of 50,000 tons per year of polyglycolic acid (PGA) biodegradable materials was put into operation successfully, marking the industrialization of the world’s first production line for coal-based biodegradable materials on a scale of 10,000 tons per year.
