Can chemicals be absorbed through the skin?

It is calcium thioglycolate, not thioglycolic acid; it is one of the ingredients in cosmetics
Will it be absorbed into the blood? If so, why isn’t there any transdermal toxicity? I’ve seen that formaldehyde and similar substances do have transdermal toxicity
