Seeking advice on the design location of the safety valve for the cold medium outlet of the carburetor

There is a safety valve at the outlet valve for the cold medium in the carburetor. The pressure relief port of this safety valve is located behind the cold medium outlet valve; in effect, it’s as if a safety valve is connected in parallel with the outlet valve. Under normal operating conditions, the outlet valve remains fully open. I don’t understand what purpose this safety valve serves – what was the intention behind designing it? Could someone please give some guidance?
The safety valve is used in case the outlet valve closes accidentally.

Prevent overpressure caused by both the inlet and outlet of the carburetor being closed.
But both the inlet and outlet valves are manual, and they are kept fully open under normal operating conditions; it seems like this safety valve isn’t very useful at all
