According to Article 3 in point (4) of the explanation for clause 3.1.1, oxidizers that do not fall into Category A are secondary oxidizers, that is, non-strong oxidizers. What criteria are used to classify secondary oxidizers? Which oxidizers do not belong to Category A? Do 50% hydrogen peroxide and 98% sulfuric acid count as oxidizers that are not in Category A?

The classification method for stored items is primarily based on the fire hazard of the items themselves, in accordance with the fire hazard classification standards set out in these regulations. The Rules for the Transport of Dangerous Goods provide the classification but do not give examples. The following table can be found in the \"GB 12268-2012 List of Names of Dangerous Goods\". Among them, 5.1 refers to oxidizing substances, 6.1 refers to toxic substances, and 8 refers to corrosive substances.
