If the mechanical calculations are satisfactory, can one disregard the codes?

During the acceptance inspection, it was found that the installation of some air handling duct supports did not comply with GB50738 and JGJ141; the design institute was asked to make corrections. The design institute stated that they had conducted mechanical calculations and that it was not necessary to follow those standards. Is what they say reasonable? What if the purpose of this support, which is required by the specifications, is not one of the considerations in the mechanical calculations conducted by the design institute?
Have the design institute prepare a written opinion and sign it with a seal.

This claim by the design firm is simply incorrect; it’s wrong not to follow the regulations. Unless the design firm provides supporting documents, they must bear full responsibility in case anything goes wrong
Isn’t this putting the cart before the horse? . . . One must follow the guidelines first
It must be done in accordance with the specifications, unless it is not a mandatory requirement
It is recommended that the construction party submit a project liaison form; after the supervisor, the owner, and the designer sign their opinions on it and affix their official seals, the work should be carried out in accordance with the instructions stated in the form. If the relevant standards are mandatory, those standards must be followed; if they are industry standards or recommendations, the work should be carried out based on the responses given
If everything follows the standards, there will be many cases of exceeding limits
Standards cannot cover all possible solutions or list all possible formats. The design institute states that as long as the responsibilities are clearly defined after calculations, that is sufficient; this approach implies overstepping one’s role. Of course, if the client has a preference for a certain solution, they can ask the design institute to make adjustments.
