Regular inspection of fixed pressure vessels

Several containers in the department have reached their inspection period; they are sent to a third-party inspection agency for testing, and the results are filed with the Quality Supervision Bureau. I feel that the small company I found isn’t reliable; it says that the pressure can reach 1.5 times the design pressure. What if the casing bursts and the fragments fly out, injuring people? The rupture disc on the equipment also does not reach 1.5 times the design pressure. Section 8.3.13 of TSG 21-2016, the Safety Technical Inspection Regulations for Fixed Pressure Vessels (official version), does not specify either what pressure level is required. Is there any professional guidance available?
We directly ask the Quality Inspection Bureau (a subordinate agency) to conduct the inspection; they come and use non-destructive testing methods, without the need to apply pressure
We also use non-destructive testing; there is no pressure applied, and the inspections are carried out directly by the special inspection agency. The air pressure should be 1.1 times the normal level, while the water pressure should be 1.5 times the normal level
