It’s indeed not clear; it looks like a configuration page for communications. If that’s the case, the * symbol is the system’s default value and can be modified – it shows as * when empty, and becomes normal once content is entered.
*It’s a parameter; it gets displayed when communication is normal. I don’t know about the other cases
