Issues regarding DCS upgrades and hardware upgrades

The DCS system in our unit is set to be upgraded. We work in a thermal power plant, where such systems are used to control boilers and turbines, and we use Hilscher’s products. Under what circumstances is an upgrade necessary? Individual businesses want to save some money. I don’t quite understand. Someone who knows the way should show me the way
When there is poor compatibility between your hardware cards and software versions, or when there is a problem with the cards themselves, you need to upgrade the card versions; or in the case of new projects that need to communicate compatibly with existing ones
One is the duration of use, and the other is whether HLS has stopped producing this system. A domestic system should be upgraded after about 8 years, right?
