What type of level gauge is used for buried gasoline tanks?

Dear experts, the gas stations I’ve worked on before had underground gasoline storage tanks (double-walled tanks), and flameproof static level gauges were used for measuring the liquid level. However, the engineering review experts said that flameproof static level gauges cannot be used; instead, intrinsically safe gauges must be employed. Why is that? Due to the limitations of the gas station facilities, only explosion-proof types can be used. So which type of level gauge would be suitable? Please note that it needs to be buried: Q. According to the inspection experts, flameproof types cannot be used for static pressure level gauges; intrinsically safe types must be used. Why is that? It is estimated that the explosion-proof zone here is designated as Zone 0, so flameproofing cannot be used.
