Is the valve for that bypass open?

When starting a high-head pump, the one-way valve at the outlet is under excessive pressure and thus difficult to open; forcing it to open poses a risk of damaging the valve stem and other components. By installing bypass lines with flow-limiting orifice plates before and after the outlet check valve, it can be opened easily. At the same time, the bypass line also helps to reduce pipeline vibration and noise.
