Is it necessary to use two types of pressure measurement devices for reaction vessels that are not special-purpose equipment?

However, in my new workplace, I saw that many vessels lack pressure measurement devices; there are also many vessels that have only transmitters without pressure gauges. Only on special equipment are both transmitters and pressure gauges present. I’m not sure if there are any relevant regulations regarding when pressure measurement devices are not necessary. I’d like to ask the experts here for advice, and it would be great if someone could provide the detailed regulations
