How to manage instrument safety

I used to work in process engineering; now I need to manage instrument safety. I don’t know how to approach this and have no idea where to start. Does anyone have any good suggestions?
Why is this done, and what is the goal? This was done by the instrumentation team
Document No. An Jian Zong Guan San [2014] 116, titled “Guiding Opinions of the **State Administration for Work Safety on Strengthening the Management of Safety Instrumentation Systems in the Chemical Industry”; Document No. An Jian Zong Guan San [2013] 88, titled “Guiding Opinions of the **State Administration for Work Safety on Strengthening the Management of Process Safety in the Chemical Industry”; and Document No. Ying Ji [2019] 78, titled “Guidelines for Identifying and Addressing Safety Risks and Hazards in Hazardous Chemicals Enterprises”. These three documents serve as a basis, from which corresponding standards and regulations are derived; all of them contain fairly specific management requirements. As for the technical parameters related to instrumentation, they are too specialized to be effectively monitored
