Must the internal components of a shut-off valve be made of 316 material?

According to clause 10.3.3.3 of SH/T 3005-2016, the minimum requirement for the internal components of cut-off valves is 316SS; does this requirement also apply when the medium is process water, condensate, or steam? Is there any reason that needs to be taken into consideration separately?
