Trouble with the control valve; seeking help from beginners

There is a steam control valve; the valve tested and operated normally at 25%, 50%, 75%, and 100% settings, but no steam flowed out from behind the valve. The filter in front of the valve was checked and found to be unblocked. The manual valves before and after the control valve were closed, and the bypass was opened – steam supply remained normal. Could it be a problem inside the valve? I’m a beginner with little experience; I’m reaching out for help from everyone. Thank you
Has the valve core fallen off, or isn’t the manual valve upstream opened?
First, check whether the part that connects the actuator to the valve stem moves when a signal is sent. If it does move, there are only three possible scenarios: 1. No fluid is flowing into the area in front of the valve at all； 2. The connection between the valve stem and the valve core fails; a signal is sent, the valve stem moves accordingly, but the valve core does not move ； 3. The medium does flow through the valve; are there any blockages in other components downstream of the valve? First rule out 1.2, then disassemble the valve.
Agree with the view from the third floor. At the same time, check what type of manual valves are located before and after the control valve, whether these manual valves have a directional characteristic, and whether they are installed in the correct direction

First, determine whether the valve is actually closed, yet the signal indicates that it is open. There are two possible reasons for this: either the valve stem has moved while the valve core has not, in which case the valve core may have fallen off; or the valve position indication is incorrect or reversed. Check again, and if possible, take a photo to take a look.
What size valve? Sometimes, it’s not good either if the valve moves too little.
Close the manual valve and open the drain valve to check if there is steam.
If it’s newly installed, it’s possible that the seal on the valve hasn’t been removed yet
