Does the pneumatic cut-off valve of FL remain in the closed position in case of a air supply failure, or in case of a solenoid valve failure?

In the 2012 Canadian version of this system, FL remained active regardless of whether there was a problem with the air supply or the solenoid valve; in the 2020 German version, designed by Tianchen Design Institute, FL remained active only when the air supply was functioning properly, but not when there was a problem with the solenoid valve. How should the pneumatic cut-off valve of FL be maintained? German note: The FL positioner keeps the actuator in its current position when the auxiliary power fails.
The fault-retaining type refers to the type that maintains its state even when power and gas supply are interrupted; a dual-electricity dual-control solenoid valve should be used for this purpose
