The TSG 92—2026 \"Safety Technical Regulations for Safety Accessories of Pressure-Type Special Equipment\" will come into force on July 1, 2026, fully replacing the \"Safety Technical Supervision Regulations for Safety Valves\" (TSG ZF001—2006) and the \"Safety Technical Supervision Regulations for Bursting Disc Devices\" (TSG ZF003—2011), which have been in use for fifteen years.
Compared to the original version: the scope of integration has been expanded; the regulations previously covered the separate supervision of safety valves and burst disc devices, but for the first time emergency shut-off valves have been included under unified supervision, resulting in a comprehensive set of safety technical specifications for safety accessories of pressure-bearing special equipment, with clearer logical relationships.
Improved technical requirements: Defined the meanings and classifications of safety valves, rupture disc devices, and emergency shut-off valves; Specific requirements for online calibration of safety valves and the use of risk-based inspection to determine calibration intervals have been added, with the maximum calibration interval not exceeding 5 years ; Specific requirements for materials, design, manufacturing, selection, and installation have been detailed for the three types of attachments respectively.
More comprehensive content: A sandbox regulatory mechanism has been added, allowing applications to be submitted when new materials, technologies, or processes are used but do not conform to these regulations; It imposes an obligation to recall defective products, requiring manufacturers to carry out such recalls in accordance with the \"Rules for the Management of Recalls of Defective Special Equipment\".

The selection principles for safety valves used in steam, gas, liquid, and cryogenic media are clarified, and methods for online calibration as well as for determining inspection intervals based on risk assessment are proposed.
Blowout disc device section: Specifies the structural design and manufacturing requirements for positive arch, negative arch, flat plate, and graphite-type blowout discs. It specifies the type test items such as blast tests and fatigue tests, sets out installation requirements including the installation direction and the layout of discharge pipelines, and provides the normal service life (2–3 years) as well as the conditions for replacement.
Emergency shut-off valve section: Specifies the definitions and classifications of emergency shut-off valves of the overcurrent shut-off type, fusible shut-off type, pressure shut-off type, pull-break shut-off type, and electromagnetic shut-off type. It specifies the structural design (such as the need for manual reset after automatic shutdown), material selection, and factory inspection items (shell strength, sealing performance, and cutting performance tests), and puts forward specific requirements for the selection and installation of various types of cut-off valves.
Its basic role is to serve as the top-level technical specification for safety accessories of pressure-bearing special equipment (boilers, pressure vessels, pressure pipelines), covering the entire process from design and manufacturing to installation, use, calibration, maintenance, and disposal. Mandatory technical requirements for equipment as the \"last line of defense\" to safeguard people’s lives and property.
Hydrogen energy section: Adapted to the development of the new energy industry; new special provisions regarding safety accessories for hydrogen use have been added, covering hydrogen fuel cells, hydrogen storage containers, and pipelines at hydrogen refueling stations. Materials: For hydrogen compatibility (resistance to hydrogen embrittlement and hydrogen-induced cracking), austenitic stainless steels and nickel-based alloys are recommended. Sealing: Leakage rate ≤ 10⁻⁶ Pa·m³/s; double sealing is required for ultra-high pressure hydrogen systems.
Full-chain control: Quality traceability and clear assignment of responsibilities. Material tracking: Quality certificates must be provided; materials that are corrosive or flammable/explosive require additional testing. Type testing: All three types of accessories must pass the test; use is strictly prohibited without a certificate. Installation requirements: The emergency shut-off valve must have an independent power/gas supply, with a design to prevent accidental operation. Verification rule: Continuous compliance for the same project, manufacturer, and batch allows for reduced sampling; the plan must be approved by the supervisor/construction party.
