Inner Mongolia’s 2 million-ton coal-to-oil project has officially commenced construction

On the morning of June 8, the kick-off meeting for the demonstration project of coal indirect liquefaction with an annual production capacity of 2 million tons, carried out by Inner Mongolia Yitai Coal-to-Oil Co., Ltd., was held at the Dalu Industrial Park in Junji County. Zhang Jingquan, vice president of Yitai Group, presided over the meeting, while Wang Bo, **deputy head** of Inner Mongolia Autonomous Region, announced the start of the project. It is reported that the demonstration project for coal indirect liquefaction with an annual production capacity of 2 million tons, carried out by Inner Mongolia Yitai Coal-to-Oil Co., Ltd., requires an estimated investment of 29.072 billion yuan. The project will be built in the southern industrial zone of Dalu Industrial Park, Zhungeer Banner, Ordos City, Inner Mongolia Autonomous Region, covering a total area of 288.18 hectares. The construction period is 48 months, with completion and commissioning expected by the end of 2020. The main products will be 1.44 million tons of diesel, 400,000 tons of naphtha, 160,000 tons of LPG, and 100,000 tons of LNG per year, while by-products such as mixed alcohols and sulfur will also be produced. As the only coal indirect liquefaction industrialization demonstration project submitted for approval under the autonomous region’s 13th Five-Year Plan, it utilizes the \"industrialized slurry-bed technology for synthesizing coal-based liquid fuels,\" which is owned by Zhongke Synthetic Oil Technology Company and controlled by Yitai Group, and boasts independent intellectual property rights. It is primarily tasked with the following demonstration projects: first, the industrial demonstration of the independently developed second-generation Fischer-Tropsch synthesis catalyst and the improved Fischer-Tropsch synthesis reactor ； Second is the industrial demonstration of a large-scale pulverized coal gasifier with a daily coal feeding capacity of 4,000 tons, which is developed, designed, and manufactured independently ； Third is the industrial application of million-ton-scale FTO synthesis and oil product processing integrated technologies and key equipment ； Fourth is the demonstration of process optimization for coal indirect liquefaction. Project details: On December 7, 2016, the 2 million tons per year coal indirect liquefaction demonstration project, developed by Inner Mongolia Yitai Coal-to-Oil, a subsidiary of Yitai Coal Holding, received approval in the form of a response from the **Development and Reform Commission regarding the approval of this demonstration project. Agree to proceed with the project construction. The total estimated investment for the project is 29.072 billion yuan, with an annual output value of 13.1 billion yuan expected after completion (including value-added tax). There are four project investors, namely Inner Mongolia Yitai Group Co., Ltd., Inner Mongolia Yitai Coal Co., Ltd., Inner Mongolia Mining (Group) Co., Ltd., and Inner Mongolia Yitai Coal-to-Oil Co., Ltd. The project is located in the South Industrial Zone of Dali Industrial Park, Zhungeer Banner, Ordos City, Inner Mongolia Autonomous Region, and the constructor is Inner Mongolia Yitai Coal-to-Oil Co., Ltd. The project adopts the technical solution provided by Beijing Zhongke Synthetic Oil Technology Co., Ltd., with China Tianchen Engineering Co., Ltd. serving as the project contractor. On December 16, 2013, the project received the \"Reply from the Development and Reform Commission regarding the preliminary work for the Yitai Coal Indirect Liquefaction Pilot Project in Inner Mongolia\" (Document No. Fa Gai Ban Neng Yuan [2013] 3054). On July 8, 2016, the final supporting document required for project approval—the Environmental Impact Assessment Report—received approval from the **Ministry of Environmental Protection. The proposed product plan involves the use of high-temperature F-T synthesis technology, with an annual production capacity of over 2 million tons of petroleum products. The main products will be 1.44 million tons of diesel, 400,000 tons of naphtha, 160,000 tons of LPG, and 100,000 tons of LNG; in addition, by-products such as mixed alcohols and sulfur will also be produced.
