Do intermediate products require a book and a signature?

For intermediate products generated in the chemical production process that are recycled back into the production cycle, with no final product resulting from it, an expert suggested that a \"book and certificate\" system should be established. Is there any basis for this?
I don’t think it’s necessary. There is no need to sell it to customers, nor is it necessary for them to understand the content of each book and signature.
If it is a hazardous chemicals manufacturing enterprise that needs to register hazardous chemicals, the registration form must include the safety data sheet for the intermediate products.
