You have to drive to the factory by yourself to make the purchase; you need to bring your own car, as fuel cannot be transported using public transportation. Either find those tank trucks that transport oil near the refinery, and see if any are heading to the place where you are. If so, you can negotiate with them to pay a higher price to buy some oil, so that you can get it at the location agreed upon.
