Project Overview and Scope of Bidding 2.1 Project Name: Safety Evaluation and Inspection Project for the Thermal Power DCS System of the Coal-to-Methanol Branch of Gansu Huating Coal and Electricity Co., Ltd. 2.2 Project Location: Huating City, Gansu Province 2.3 Bidding Method: Open bidding with post-qualification review 2.4 Project Overview and Scope of Procurement: Project Overview: The FOXBORO DCS system used in the thermal power sector of the Coal-to-Methanol Branch of Gansu Huating Coal and Electricity Co., Ltd. was put into use in 2010; a total of 8 CPUs—CP1001 to 1008—are installed on site, along with 1 engineer station, 1 historian station, and 5 operator stations. The operating system is Win7, and there are 583 various types of cards in use. The I/A Series products of Foxboro Corporation have been upgraded in recent years, with new generations of products available for everything from workstations to controllers and switches; our company’s controllers (CPUs) are no longer available on the market. To extend the service life and reliability of the existing components in the system, the potential safety hazards present during system operation are identified, along with corresponding solutions. It is necessary to carry out routine inspections and maintenance on the entire system (such as card precision testing, redundancy testing, hardware diagnosis, grounding checks, network testing, safety barrier testing, improving historical data display on the operation interface, applying patches, virus removal, optimizing CPU performance, and thorough dust cleaning), as well as performing technical services such as replacing or upgrading certain faulty devices. The main procurement items for this project include: (1) Safety inspection and maintenance work for the FOXBORO system in the thermal power control room ； (2) Selection, procurement, and delivery of spare parts such as CPUs, optical cables, and fault-tolerant adapters involved in the upgrade of the FOXBORO system equipment in the thermal power control room ； (3) FOXBORO system technical services and technical training for the thermal power control room. Service period: The equipment shall be delivered for inspection within 60 days after the contract is signed. The purchaser shall give 3 days’ notice before shutting down the thermal power unit, and the supplier will need 10 days to arrive at the site for inspection and upgrades. 3.
