On March 2, Gao Yanmin, a member of the Party leadership group in Dolun County, Inner Mongolia, and deputy director of the office in charge of the Datang International Dolun coal chemical project, led officials from departments such as those responsible for industrial parks, environmental protection, work safety supervision, economy and information technology, as well as food and drug supervision, to hold in-depth discussions with Zhao Zongkai, general manager of Datang Dolun Coal Chemical, and other team members regarding issues such as work safety, environmental protection, inspection of special equipment, and fire safety prior to resuming operations, in order to find solutions and facilitate an early resumption of production at Datang Dolun Coal Chemical. It is reported that, in accordance with the commissioning plan and taking into account the actual ambient temperature, Datang Dolun Coal Chemical started constructing various steam pipelines on February 15, simultaneously activating the heat tracing systems for the utility pipelines; by the end of February, stable pipelines for steam, desalinated water, and boiler water were established. At the beginning of March, an air separation unit was put into operation to supply gas for testing purposes in various units, and one additional boiler was installed ; During the same period, individual trial operations for each large-scale unit will be carried out, and the second air separation unit will be started at an appropriate time depending on the specific circumstances. It is planned to complete all the preparatory work prior to commissioning of each chemical production unit by March 28, including airtightness testing, purging, system feeding, and monomer trial runs. After the completion of the technical upgrades to the power desulfurization system, the No. 2 desulfurization system and the remaining boilers were brought online at the beginning of April, along with the third air separation unit. In early April, the gasification unit was fed with materials to produce methanol, as well as polypropylene at the appropriate time. In June 2016, Datang Inner Mongolia Dolun Coal Chemical Co., Ltd. was ordered by Datang International to suspend operations due to illegal discharge of wastewater, and it underwent comprehensive environmental remediation efforts. On August 14, 2016, an explosion occurred in the methanol tank at Datang Dolun Coal Chemical Industry. Based on on-site investigations, it is preliminarily determined that the accident occurred during the company’s shutdown for maintenance; while external contractors were working in the methanol tank area, they failed to follow the operating procedures, which led to an explosion in one of the methanol tanks. As a result, one person died, one person went missing, and one person was injured.
