On April 2, the share transfer agreement for the coal mining enterprise associated with this project, Bijie Zhongcheng Energy Co., Ltd., was signed. Representatives of Guizhou Panjiang Investment Holding (Group) Co., Ltd. and Bijie Zhijin New Area Biyun Company Construction Investment and Development Co., Ltd. signed a share transfer agreement. Guizhou Panjiang Coal and Electricity Group Co., Ltd. established a management team to take over Bijie Zhongcheng Energy Co., Ltd., in order to handle the supply of coal raw materials for this project. Sinopec’s 600,000-ton coal-to-olefins project in Zhijin was approved for construction in July 2018 by Guizhou Province. With an investment of 22.1 billion yuan, it aims to build and operate four large-scale chemical plants capable of producing 1.8 million tons per year of coal-to-methanol, 1.8 million tons per year of methanol-to-olefins, 350,000 tons per year of polypropylene, and 300,000 tons per year of polyethylene. Bijie Zhongcheng Energy Co., Ltd. was established as a joint venture controlled by Guizhou Shuicheng Mining (Group) Co., Ltd. (with a 51% stake) and participated in by Sinopec Corporation (with a 49% stake). It is primarily responsible for the coal mining, washing, processing, transportation, and sales at the Zhijin coal, electricity, and chemicals integrated circular economy base as well as at the large-scale mines in the Zhijin mining area; it is also involved in the extraction, development, and sales of coalbed methane. It is reported that the transfer of shares in Bijie Zhongcheng Energy Co., Ltd. to Panjiang Coal and Electricity Group will significantly facilitate the rapid construction, commissioning, and operation of Sinopec’s 600,000 tons per year polyolefin project in Zijin. Panjiang Coal and Electricity Group will advance the construction of coal mines operated by Zhongcheng Energy Company in an orderly manner, accelerate coal production, ensure the supply of coal needed for coal chemical projects, and help to enable the Sinopec Zijin 600,000 tons per year polyolefin project to be completed and put into operation on schedule. He Zonghui, member of the Party Committee and deputy general manager of Guizhou Panjiang Coal and Electricity Group; Zhao Bin, deputy chief engineer of Sinopec Great Wall Energy Chemical (Guizhou) Company; Yang Hua, secretary of the Zhijin County Party Committee; Pan Fayong, deputy secretary of the county Party Committee and county head; Wang Xingming, deputy secretary of the Party Working Committee and deputy director of the management committee of the Zhijin Economic Development Zone, were among those who attended the signing ceremony as witnesses. Sinopec’s 600,000-ton coal-to-olefins project in Zhijin is a large-scale energy and chemical project aimed at the clean and efficient utilization of coal resources, jointly developed by Sinopec and the Guizhou Province. Located in Chadian Township, Zhijin County, Bijie City, Guizhou Province, the project covers an area of approximately 4,515 mu. It includes four large-scale chemical production units with annual capacities of 1.8 million tons of coal-to-methanol, 1.8 million tons of methanol-to-olefins, 350,000 tons of polypropylene, and 300,000 tons of polyethylene, as well as supporting facilities including two 350MW thermal power plants. The project received approval from the Ministry of Environmental Protection for its environmental impact assessment in February 2017. It was approved for construction by the relevant authorities in Guizhou Province on July 13, 2018, and the project’s feasibility study report was officially approved by Sinopec Corporation on November 18. CCT is scheduled to be completed by the end of 2022 and put into commercial operation in 2023. Sinopec Great Wall Energy Chemical (Guizhou) Co., Ltd. was established on June 21, 2013, in Zhijin County, Guizhou Province; it is a holding subsidiary of Sinopec Great Wall Energy Chemical Co., Ltd.
