Recently, the Yangtze River Water Resources Commission under the Ministry of Water Resources issued its opinions on the water resource assessment report for the 2 million tons per year coal-to-clean-fuel project in Bijie, Guizhou. It was determined that the report meets the requirements outlined in the \"Guidelines for Water Resource Assessment of Construction Projects\" (SL322—2013), and can thus serve as a technical basis for obtaining permission to extract water for this project in Bijie, Guizhou. It is reported that as of now, all the required supporting documents for submitting the environmental impact assessment and approval applications for Guizhou Bijie’s 2000,000 tons per year coal-based clean fuel project have been approved. The project is scheduled to begin construction in December 2017 and be completed by the end of 2020. The coal indirect liquefaction oil production project in Bijie, Guizhou, received the necessary approval in April 2014, namely the reply from the General Office of the National Development and Reform Commission granting consent for the initiation of preliminary work on the project. The project is located in Nayong County, with an annual production capacity of 6 million tons of oil products and related chemical products. The total investment amounts to 100 billion yuan, making it the largest coal-to-oil project planned to date. The project will be constructed in two phases. The first phase of the 2 million tons per year coal-to-oil project is planned to require an investment of 35 billion yuan. According to the plan, during the initial phase of development of the coal-electricity-chemical integration industrial base in Nayong County, Guizhou, emphasis will be placed on building a coal-to-oil project with an annual production capacity of 2 million tons. In the medium term, another coal-to-oil project with a capacity of 2 million tons per year will be built, alongside the development of a coal-to-ethylene glycol project with a capacity of 300,000 tons per year. Guizhou Yufu Energy Development Co., Ltd. was established in August 2008. It is a company with a mixed ownership structure, founded with the approval of the Chongqing People’s Government and the Chongqing State-owned Assets Supervision and Administration Commission, by Chongqing Yufu Asset Management Group Co., Ltd., together with five other companies including Zhongke Synthetic Oil Technology Co., Ltd. which holds independent intellectual property rights, and Sichuan Hanwei Xinen Energy Industry Co., Ltd. Project Overview (1) Project Name: Guizhou Bijie 2 million tons/year Coal-to-Clean Fuel Demonstration Project (2) Location of Construction: Shabao Town, Nayong County, Bijie City, Guizhou Province (3) Scope of Project Construction: Production of 2 million tons/year of coal-to-clean fuel; the main products include 1.3416 million tons/year of gasoline, 700,200 tons/year of diesel, 111,600 tons/year of LPG, and 116,200 tons/year of LNG, while the by-products include solid sulfur, sulfuric acid, light alcohols, and heavy alcohols ； It is also accompanied by the construction of storage and transportation facilities, utility systems, auxiliary facilities, and environmental protection systems. The main units of the project are divided into 8 production units, namely the air separation unit, gasification unit, purification unit, sulfur recovery unit, oil synthesis unit, oil processing unit, gasoline unit, and exhaust gas treatment unit. 5×580t/h circulating fluidized bed boilers (4 in operation and 1 as backup) will be installed to supply steam at five different pressure levels ； The construction scale of the waste heat power plant consists of 4×45MW waste heat utilization condensing direct air-cooled steam turbine generators, along with supporting storage and transportation facilities, utility systems, auxiliary systems, and environmental protection measures. The main raw material for the project is raw coal, at approximately 7.922 million tons per year, while fuel coal amounts to about 2.4602 million tons per year (for verification purposes). The total amount of coal used for both raw materials and fuel is 10.3822 million tons per year. (4) Project investment: The total investment in the project amounts to 3,550,234 million yuan, of which the investment in construction is approximately 3,246,873 million yuan. The investment in environmental protection facilities is 3,575,022.5 million yuan (excluding costs related to project evaluation); thus, environmental protection investments account for about 11.07% of the total construction investment.
