Recently, the energy-saving report for the first phase of Yulin Energy Group Co., Ltd.’s 1.2 million tons per year ethylene glycol production facility, which involves a 400,000 tons per year production capacity, was approved by the Shaanxi Provincial Development and Reform Commission. The project is constructed by Shaanxi Yulin Energy Group Co., Ltd., and the construction site is located in the Qingshui Chemical Industrial Park of Yushen Industrial Zone in Yulin City. The project involves the construction of an ethylene glycol production facility with an annual capacity of 400,000 tons. It mainly includes air separation units, gasification units, purification units, sulfur recovery units, H2/CO separation units, dimethyl oxalate production units, and ethylene glycol production units, along with supporting and auxiliary facilities. The total investment in the project is 5.887 billion yuan, and the project code is 2018-610835-26-03-013103. Upon review, the project’s annual comprehensive energy consumption is equivalent to 946,381 tons of standard coal, or 1,005,395 tons of standard coal in equivalent terms. Of this, 673,000 tons are raw coal consumed annually, 320,554,000 kWh of electricity is used, 960,480 tons of steam at 9.8 MPa, 1,546,560 tons of steam at 2.5 MPa, and 1,908,000 tons of steam at 1.1 MPa. Additionally, 82,800 tons of hot water (at 70°C) is used, 475,200 tons of steam at 0.5 MPa, 1,281,600 tons of hot water (deionized water at 90°C), and 2,247,596,100 MJ of thermal energy in the form of condensate heat. The comprehensive energy consumption per unit of ethylene glycol for Project B is 584.09 kilograms of standard coal per ton. The project will come online during the 14th Five-Year Plan period, using up Yulin City’s allocated energy consumption quota for that period. The Review Opinions state that the project owner should actively implement various energy-saving measures to further improve and strengthen energy conservation efforts: (1) The energy efficiency ratings of the 10kV distribution dry epoxy resin transformers with amorphous alloy cores used in this project do not meet the requirements set for energy-saving assessments, and therefore they should be replaced. The project should purchase equipment whose energy efficiency level meets the energy-saving evaluation requirements specified in the relevant energy efficiency standards. Further optimize the steam utilization process across the entire plant to reduce heat losses from the condensation of waste steam. (II) The project entity shall establish and improve an energy management system in accordance with the \"Requirements for Energy Management Systems\" (GB/T 23331) and other relevant standards ; In accordance with standards and regulations such as the \"General Rules for the Installation and Management of Energy Metering Devices in Energy-Using Units\" (GB17167), tier-3 energy metering devices shall be installed strictly, an energy metering management system shall be established, and an online monitoring system for energy consumption shall be put in place ; Establish an energy management position to analyze and evaluate energy utilization efficiency. The first phase of the project to produce 400,000 tons per year of ethylene glycol as part of Shaanxi Yulin Energy Group Co., Ltd.’s 1.2 million tons per year coal-based ethylene glycol production capacity, is a project that marks the commencement of operations at the coal-based clean fuel and high-end chemical materials facilities located in the Qingshui Industrial Park of the Yushen Industrial Zone. The total planned land area for this project is 1,711 mu, with an investment of nearly 6 billion yuan required; the construction period is expected to be 30 months, and completion and operation are scheduled for June 2022. The project construction includes a gasification unit, a purification unit, an H2/CO separation unit, an ethylene glycol unit, etc. The utility systems and supporting auxiliary facilities include: 3×350t/h high-temperature and high-pressure circulating fluidized bed boilers + 2×30MW back-pressure steam turbine generator sets, air separation units, circulating water stations, desalination stations, storage and transportation facilities, sewage treatment plants, etc. The gasification unit employs the Collin powder coal gasification technology and includes 2 powder coal gasifiers ; The ethylene glycol plant utilizes Zhongke Yuandong’s ethylene glycol technology.
