On November 27, the handover ceremony for the intermediate stage of Project 2’s main substation was held in the meeting room of the Beijing Office’s project team. Relevant responsible persons from the Yulin Petrochemical Project Completion and Improvement Command, the Public Works Project Department, the Power Equipment Department, the Electrical and Instrumentation Center, as well as the general contractor Beijing Engineering Company, various subcontractors, and Jilin Mengxi Supervision Company attended the handover ceremony. Since the construction of Substation No. 2 began on September 10, 2018, it took just over 9 months to complete all tasks related to the project’s design, procurement, civil work, construction, and installation and commissioning in a high-quality and efficient manner. The conditions for power reception were met on June 30, 2019, and successful power supply was achieved on November 15. At the handover ceremony, representatives from Yueneng Chemical Company, the general contractor, and the supervision unit signed the interim handover documents on site. Relevant leaders from Yueneng Chemical Company expressed their gratitude for the hard work put in by all parties throughout the project construction process. They also asked the general contractor to continue to address any issues that arise, coordinate efforts as needed, and ensure the quality of the work, so as to guarantee the safe and stable operation of the equipment over the long term. The successful handover of Substation No. 2 marks the official commissioning of the first milestone project under the completion and improvement works.

On November 25, the 5 separation chambers of the reclaimed water and brine treatment system (zero-emission type) for the completion project of Yulin Energy Chemical’s Phase I project were successfully lifted into place. The separation chamber is a section within the evaporator. The heaviest of the 5 separation chambers weighs 28.8 tons, has a diameter of 3800 mm, a length of 15 m, and an installation height of 18 m. The completion and improvement project for the first phase of Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. (Yanchang Jingbian Phase II project) involves an investment of 14.413 billion yuan. Using coal and natural gas as raw materials, this project aims to build an integrated facility capable of producing 1.8 million tons per year of methanol, 600,000 tons per year of methanol-to-olefins products, 400,000 tons per year of polypropylene, and 300,000 tons per year of low-density polyethylene/ethylene-vinyl acetate copolymer (LDPE/EVA). The project is scheduled to be put into operation in the second half of 2020. Once operational, Yueneng Chemical’s polyolefin production capacity will reach 1.9 million tons per year, making it the largest polyolefin production project in Shaanxi Province at present. As of October 24, the projects launched in Phase 1 had produced a total of 1.000164 million tons of polyolefin products on an annual basis, successfully exceeding the 1-million-ton mark. This is also why Yulin Petrochemical’s polyolefin production has exceeded 1 million tons for four consecutive years.
The total power has been supplied, and the project is now ready for testing.
