Review of the Overall Commissioning Plan for the Fuxin Coal-to-Natural Gas Project (Phase I) Author/Source: Huahua Net Coal Chemicals Date: 2018-08-26 Clicks: 27 From August 21st to 22nd, Sino-New Energy Chemicals held a meeting at the Fuxin company to review the overall commissioning plan for the Fuxin Coal-to-Natural Gas Project (Phase I). The meeting heard a presentation on the overall situation of Fuxin Company and a report on the development of the overall commissioning plan. Three specialized review teams were established: the Process Technology and Commissioning Plan Team, the Safety, Environment Protection and External Conditions Team, and the Commissioning and Operation Assurance Team. These teams conducted in-depth discussions on aspects such as the compliance of the basis and principles for preparation, the soundness of the commissioning organization and command system, the rationality of material and fuel balance, safety, environmental protection, fire prevention, and occupational health, internal and external conditions, operation assurance plans, as well as the estimation of commissioning costs. They unanimously agreed with the contents of the plan and approved it. The meeting required Fuxin Company to break down each item of the suggestions and opinions, assign responsibilities to specific individuals, and set deadlines for completion, in order to further revise and improve the overall testing plan as well as the various specific testing plans. This would make the plans more scientific and practical. By addressing issues at both the surface level and in greater depth, and by focusing on individual aspects while also considering the overall picture, efforts to carry out the testing activities can be further strengthened, thereby laying a solid foundation for conducting tests that are safe, environmentally friendly, and cost-effective. The construction scale of the Datang Fuxin coal-to-natural gas project is 4 billion cubic meters per year of coal-to-natural gas production (1.33 billion cubic meters in the first phase), and it is located in Changyingzi Town, Xinqiu District, Fuxin City, Liaoning Province. After the Spring Festival in 2017, following three years of suspension of work and construction, preparations to resume work on the Datang Fuxin coal-to-natural gas project were carried out step by step. As one of the first coal-to-gas demonstration projects approved for construction by the **National Development and Reform Commission (Datang Keqi Coal-to-Gas Project, Xinjiang Qinghua Coal-to-Gas Project, Inner Mongolia HuiNeng Coal-to-Gas Project, Datang Fuxin Coal-to-Gas Project), the Datang Fuxin Coal-to-Natural Gas Project received approval from the **National Development and Reform Commission in March 2010 and construction began. The project was planned to be completed and put into operation by December 2014, in three phases. The project aims to produce coal-to-natural gas using local lignite, which will then be delivered via pipelines to natural gas consumption markets in surrounding cities such as Tieling, Fushun, Benxi, and Fuxin. The production capacity is set at 4 billion cubic meters of coal-to-natural gas, with a total planned investment of 24.57 billion yuan. The Fuxin peak-shaving project uses the purified gas from coal-to-natural gas plants to produce methanol, ethylene glycol, and natural gas products. The production capacity for methanol is 800,000 tons per year, that for ethylene glycol is 400,000 tons per year, and that for natural gas is 600 million standard cubic meters per year. The utility and auxiliary production facilities rely heavily on the Phase I production units.
