On October 29th, a meeting was held at the Yushen Industrial Zone Management Committee to advance the launch of the 400,000-ton/year ethylene glycol production unit as part of the first phase of Shaanxi Yulin Energy Group’s 1.2 million-ton/year ethylene glycol production project. The meeting was chaired by Feng Jihu, deputy secretary of the Yushen Industrial Zone Management Committee. Huang Ye, deputy chief engineer of Yueneng Group Company, led the relevant staff from the Chemical Project Preparation Office to attend the meeting. The meeting held substantive discussions with the relevant departments of the Yushen Industrial Zone Management Committee regarding issues such as the land required for the construction of YuNeng Group’s 400,000 tons per year coal-based ethylene glycol production facility, water needed for construction, sources of water for the project, electricity required for construction and operation of the facility, roads, communication facilities, as well as the preferential policies provided by the Yulin Municipal Party Committee and the city’s “Fifth Session of the Fourth Committee” for the ethylene glycol project undertaken by YuNeng Group. This coordination meeting identified directions for resolving the main issues currently facing the ethylene glycol project, and also clarified the key tasks for the next phase. Recently, the environmental impact assessment process for the first phase of the project at Shaanxi Yulin Energy Group Co., Ltd., which involves the production of 1.2 million tons per year of ethylene glycol with an initial capacity of 400,000 tons per year, is about to begin. The results of the bidding process for the services related to preparing the environmental impact assessment report for this project have been announced. Meanwhile, the tender announcement for Bid Section N1 of the project design and related technical support services tender has been released, covering the overall design and detailed design of various process units such as syngas production, purification, ethylene glycol synthesis, and air separation, as well as utility and auxiliary facilities. The construction site for Yueneng Group’s 400,000 tons per year coal-based ethylene glycol production facility is located in the **Liang Industrial Cluster in Yuyang District, Yulin City. Using coal as raw material, the project produces clean energy chemical products and high-end fine chemicals such as ethylene glycol, upgraded coal, LNG, coal tar hydrogenation products, DMMn (polymethoxydimethyl ether), and MTA (light aromatic hydrocarbons) through coal pyrolysis technology and coal water slurry gasification technology. The feasibility study for Yueneng Group’s 400,000 tons per year coal-based ethylene glycol production project was carried out by Hualu Design Institute. On May 8th, a review meeting for the feasibility study report of the first phase of this project, which involves 400,000 tons per year of ethylene glycol production, was held in Xi’an. The Preparatory Office for the chemical project of Shaanxi Yulin Energy Group Co., Ltd. was established in August 2018, with a Comprehensive Management Team and a Technical Management Team set up temporarily. It is currently responsible for the preparation and advancement of Yueneng Group’s 400,000 tons per year coal-to-ethylene glycol project. Shaanxi Yulin Energy Group Co., Ltd. was established in July 2012. Approved by the relevant authorities of Shaanxi Province and funded by the local government of Yulin City, it is a comprehensive energy group under provincial jurisdiction but managed at the city level, formed through the merger of six state-owned enterprises based in Yulin City, including Yulin Yushen Coal Co., Ltd. Its headquarters is located in the High-Tech Zone of Yulin City, Shaanxi Province. At present, it oversees 6 holding and wholly-owned enterprises, including Yushen Coal and Electricity Co., Ltd., Coal Transportation and Marketing Co., Ltd., Coal Import and Export Co., Ltd., Resource Development Co., Ltd., Hengshan Coal and Electricity Co., Ltd., and Guojiatan Mining Co., Ltd., all part of the Shaanxi Yulin Energy Group.
