Handover of Qinghai Damei Coal Industry’s 1.8 million tons per year methanol-to-olefins project / Author/Source: Huahua Network Coal Chemicals; Date: December 24, 2018; Clicks: 29. On the morning of December 22, 2018, the regional substation for Qinghai Damei Coal Industry’s project aimed at utilizing waste gas to produce olefins was successfully handed over, with Beijing Zhonghuan System Engineering Project Department being responsible for this task. Bai Yongqiang, Secretary of the Party Committee, Chairman, and Chief Commander of project construction at Qinghai Damei Coal Industry Company; Xie Fabang, member of the Party Committee and Secretary of the Discipline Inspection Commission; Xiao Wancai, member of the Party Committee and Executive Deputy General Manager, along with other company leaders and heads of relevant departments, Fang Xianxin, Chairman of Beijing Zhonghuan Company, as well as leaders and representatives from project contractors such as Beijing Jinhaibay Supervision Company and Lanzhou Quality Inspection Station, attended the handover ceremony. Xiao Wancai, a member of the Party Committee and executive vice general manager of Qinghai Damei Coal Industry Company, emphasized that regional substations are important auxiliary production facilities for the company; they are essential for ensuring the smooth operation of projects and form an integral part of the company’s future production system. The high-quality completion of these regional substations provides further assurance for the commissioning of the Damei project. It is reported that prior to the handover of Qinghai Damei Company’s polypropylene plant, the individual testing of the motors in that plant officially began on December 19, 2018. At 9:30 on December 19, the equipment staff of the polypropylene plant, the electrical personnel from the Mechanical, Electrical and Instrumentation Center, as well as the EPC contractor, supervisors, and construction workers arrived at the designated site on time. They set up safety barriers and took all necessary safety measures. Lubricant was applied in accordance with the specified requirements, and the four centrifugal pumps in the polypropylene plant’s condensate recovery system were tested individually, following the planned single-unit testing procedure. During the testing, the vibration and temperature of the motor shafts were monitored every 30 minutes. The high standards, high quality, and strict requirements applied to the testing of the motors in the polypropylene plant ensured its successful commissioning from the very beginning, laying a solid foundation for the subsequent normal operation of the plant. From December 17th to 18th, the cable laying for the polyethylene plant and the commissioning of high- and low-voltage cabinets in the distribution room for the Qinghai Damei project, which were under the EPC general contracting of Ningbo Engineering Company, were carried out successively; this marked the transition of the project from static installation to dynamic commissioning. Approximately 200,000 meters of cables were laid for the polyethylene plant in this project. The main tasks involved in the electrical installation and commissioning of polyethylene production plants include individual testing and coordinated commissioning of all high and low voltage switchgear, as well as commissioning of transformers, UPS systems, and EPS units prior to power supply ; Individual testing and joint commissioning of high-voltage capacitor banks ; Commissioning of the DC system before power supply ; High-voltage cable testing ; Motor commissioning ; Secondary relay protection and control system commissioning. The olefin production project based on the comprehensive utilization of exhaust gases from Qinghai Damei Coal Industry utilizes some of the regional methanol resources derived from projects that produce methanol from exhaust gases generated in the area’s smelting operations; the project does not directly use the exhaust gases from these smelting operations to produce methanol. The methanol used as raw material for this project comes from Qinghai Guilu Chemical Co., Ltd. (1 million tons per year), Western Petrochemical Co., Ltd. (600,000 tons per year), and the Golmud Refinery of CNPC’s Qinghai Oilfield (300,000 tons per year); memorandums of understanding regarding the supply and purchase of methanol have been signed with all of these parties. The construction of the Qinghai Damei Coal Industry’s waste gas comprehensive utilization project for olefin production requires an investment of 12.7 billion yuan. The project is located in the Western Zone of the Ganhe Industrial Park, within the Xining Economic and Technological Development Zone in Qinghai Province. Construction began on March 23, 2017, with a capacity to produce 1.8 million tons per year of olefins from methanol, 300,000 tons per year of polyethylene, and 400,000 tons per year of polypropylene, along with the necessary auxiliary facilities and external infrastructure. Using MTO-grade methanol as raw material, the project produces polyethylene and polypropylene products through production units such as methanol to olefins, olefin conversion, MTBE/1-butene, polyethylene, and polypropylene, with MTBE and C4/C6 generated as by-products. The MTO combined unit in this project utilizes the DMTO technology developed by the Dalian Institute of Chemical Physics, Chinese Academy of Sciences, and was EPC-general contracted by Sinopec Luoyang Engineering Co., Ltd.
