Shaanxi Provincial Department of Industry and Information Technology accelerates the development of the downstream industrial chain for polyolefins. Author/Source: Date: 2019-04-19 Clicks: 19 On April 14, the Raw Materials Industry Division of the Shaanxi Provincial Department of Industry and Information Technology, the Tongchuan Municipal Bureau of Industry and Information Technology, and the Shaanxi Plastic Industry Association conducted investigations among key plastic product manufacturing enterprises in the province regarding the support for establishing a plastic processing park within the Tongchuan New Materials Industrial Park. “Since the 12th Five-Year Plan period, the coal-to-olefins industry in our province has developed rapidly. To date, 5 large-scale coal-to-olefins projects have been built, giving the region an annual production capacity of 3.8 million tons of polyolefins. In 2018, the output reached 3.22 million tons. Both the production capacity and output volume in this field rank among the highest in China, making our province a leader in the domestic coal-to-olefins industry and providing a solid raw material foundation for the further development of downstream industrial chains. Contrary to our province’s leading position in the upstream sector of polyolefins, its downstream processing capacity is insufficient. At present, only about 300,000 tons of polyolefin raw materials can be utilized locally in the province each year. The development of value-added products derived from these materials is severely lagging behind, and it is not possible to carry out local transformation processes; therefore, breakthroughs are urgently needed for the development of this industry. In accordance with the requirements of the development plan for the coal-based olefins industry chain issued by the Provincial Department of Industry and Information Technology, the Provincial Plastic Industry Association plans to establish a specialized plastic products processing industrial park first in the Tongchuan New Materials Industrial Park. It is planned to introduce 5-10 high-quality projects from both domestic and international sources. The total investment for the first phase is around 5 billion yuan, of which 3 billion yuan will be allocated to supporting industrial funds. Once completed, the facility will be able to process 1 million tons of polyolefins per year, generating an output value of 16 billion yuan. The research team conducted on-site inspections of two companies that are vice presidents of the Shaanxi Plastic Industry Association, namely Xi’an Van Gogh Industrial Co., Ltd. and Shaanxi Jueneng Plastic Co., Ltd. Xi’an Van Gogh Industrial Co., Ltd. is a key enterprise in China that produces a range of organization and storage products as well as disposable products, striving to become a leader in the household goods industry in China. Shaanxi Jueneng Plastic Co., Ltd. has been operating in the modified plastics industry for many years. Leveraging its extensive experience and relentless efforts, the company develops and produces high-quality polyolefin functional masterbatches, modified plastics, high-performance cable materials, and other products to supply plastic product manufacturers both within and outside the province. After his inspection, Liu Yunzhao, director of the Tongchuan Municipal Industry and Information Technology Bureau, noted that the processing of plastic products meets the requirements of the Tongchuan New Materials Industrial Park plan, and the production process causes little adverse impact on the environment; therefore, it can be promoted actively as a specialized park to be developed further within the Tongchuan New Materials Industrial Park. At the same time, we hope to receive strong support from the Provincial Department of Industry and Information Technology and the Shaanxi Plastic Industry Association.
