Yulin: Modern coal chemical industry targets high-end chemicals and new materials – the next investment opportunity has arrived! It strives to address the weaknesses in basic chemical manufacturing, enhance its scale advantages, attract enterprises, technologies, and products with international competitiveness, and develop the processing of chemical end-products. The goal is to create a new type of chemical industry base and end-product processing center that features distinct characteristics and ranks among the best in China, achieving the “three objectives” of transforming raw materials into materials, moving from bulk chemicals to end-use products, and advancing from the mid-to-low end of the industrial chain to the high end. In recent years, Yulin City has successively completed the Yan’an Jingbian coal, oil, and gas resources comprehensive conversion project, which was designated by the United Nations as a \"Clean Coal Technology Demonstration and Promotion Project\"” ； The Shaanxi 1 million-ton coal-to-oil project, which features the largest single-scale coal indirect liquefaction facility in China ； The Guohua Jinjie Power Plant was built, becoming the first coal-power integration project of its kind in China ； Achievements such as Huaneng Group’s world’s first industrial trial for producing aromatics from methanol on a scale of 10,000 tons, and Yanchang Group’s world’s first industrial demonstration facility for kerosene blending, have been approved… In 2018, Yulin established a new strategy for the advanced development of its coal chemical industry, titled “12363,” outlining the methods and approaches to accelerate the construction of a world-class high-end energy and chemical industry hub over the next five years. “The development strategy path of 12363 focuses on transformation and upgrading, as well as high quality, as its core themes ； Adhere to the two fundamental principles of environmental protection and safety ； Focus on three key areas: addressing the shortcomings in basic chemical manufacturing, introducing enterprises, technologies, and products with international competitiveness, and developing the processing industry for end-use chemical products ； Establish six industrial chains for the differentiated utilization of coal, coal-to-methanol-olefins and related downstream products, coal-to-aromatics-ethylene glycol-polyesters, coal-to-oil, coal-based high-end chemicals, and chlor-alkali chemicals, featuring vertical integration, horizontal coordination, and upstream-downstream collaboration ； Achieve three goals: the transformation from raw materials to materials, the expansion from bulk chemicals to end-use products, and the advancement from the mid- to low-end of the industrial chain to the high-end. At the same time, Yulin City introduced the first national policy to support the advanced development of the coal chemical industry – the \"Several Policies for Promoting the Advanced Development of the Coal Chemical Industry in Yulin City\". Special support will be provided for aspects that are of greatest concern to enterprises when establishing operations in Yulin, such as investment, land use, electricity supply, gas supply, water supply, coal supply, and industrial collaboration. In addition, Yulin City has established two \"garden within gardens\" – the Fine Chemicals Park in the Yushen Industrial Zone and the Finished Product Processing Park in the Yuheng Industrial Zone – to serve as the main hubs for the advanced development of the energy and chemical industry.
