Wang Weifeng, deputy general manager of Yulin Chemical Company of Shaanxi Coal Group, and relevant technical staff, as well as Zhang Shenghui, deputy general manager of China Global Engineering Co., Ltd., and relevant technical staff, attended the meeting. At the meeting, Wang Weifeng provided a detailed overview of the current progress of the project, as well as the guiding principles for its development. He identified the three main challenges and key issues that are currently hindering progress, and outlined the corresponding solutions and requirements. Huanqiu Company provided a report covering aspects such as the project overview, tasks involved, basic requirements, overall objectives, schedule, organizational structure, communication channels, design, procurement, and preparations for on-site work. It stated that it would strictly adhere to the agreements reached by both parties as well as the **project specifications, taking into account both design optimization and project progress, while coordinating everything in an integrated manner to strive to create a \"world-class quality project\" and build a first-class brand. Subsequently, the participants had in-depth discussions on issues such as the preparation of basic conditions for detailed design, node assessment plans, acceptance criteria set by CCCC, various standards and specifications, and milestone nodes, and reached a consensus. On March 3, the kick-off meeting for the EPCO of the zero-waste discharge system related to the 1.8 million tons per year ethylene glycol production facility, which is part of the first phase of this project, was held successfully, marking the transition of this project to the on-site implementation stage. Wang Huimin, Deputy Secretary of the Party Committee and General Manager of Yulin Chemical Company of Shaanxi Coal Group, Wang Weifeng and Zheng Baoxiang, Deputy General Managers, as well as the heads of relevant departments; Wang Hai, Secretary of the Party Committee and Chairman of Hualu Engineering Technology Co., Ltd., along with relevant technical staff, attended the meeting. Subsequently, the parties involved had in-depth discussions on aspects such as the three-phase plan, earthwork construction, temporary facilities, and project commencement, and reached a consensus. Both parties agreed to work together closely and maintain thorough communication to ensure that the device is delivered on schedule and with high quality. The meeting required that Hualu Company establish the organizational structure for this project as soon as possible, set up a sound work communication mechanism to ensure smooth communication ; It is necessary to strictly carry out the assessment of targets for the three-level plan milestones ; It is necessary to accelerate the resumption of work and production during the pandemic, and to thoroughly prepare for all aspects of project construction. It is reported that the zero wastewater discharge system EPCO is a utility and auxiliary facility designed to support the company’s 1.8 million tons per year ethylene glycol production plant. It utilizes advanced process patents from both domestic and international sources; the construction includes a wastewater treatment plant with a capacity of 1,000 m3/h, a recycled water treatment plant with a capacity of 2,400 m3/h, and an advanced wastewater treatment unit with a capacity of 800 m3/h. The project is scheduled to be ready for operation by November 30, 2020; by then, the solemn commitment to \"not discharge a single drop of production wastewater into the environment\" will be fulfilled, achieving true zero wastewater discharge. It is reported that Yulin Chemical’s “Demonstration Project for the Production of New Chemical Materials through the Differential Utilization of Coal” is currently the largest coal chemical project under construction in the world. The project covers an area of approximately 13 square kilometers, with an estimated total investment of 125 billion yuan. It represents the highest level of development in the coal chemical industry, featuring the greatest coal processing capacity, the highest degree of industrial integration, the most complex technology integration, and a supply chain that is closest to the end market. This project will have a profound impact on the further development of China’s coal chemical industry and will also determine the extent to which its supply chain can be expanded in the future. The project is constructed in two phases and four stages, comprising a total of 27 process units along with associated utility systems. These mainly include the medium- and low-temperature pyrolysis of 15 million tons of coal, the production of 5.6 million tons of methanol, 1.8 million tons of ethylene glycol, 2 million tons of MTO, as well as downstream products derived from these intermediates. The first phase of the project is scheduled to come online in June 2021, with the entire project to be completed and operational by the end of 2025. The investment for the first phase of this project is around 70 billion yuan, which will be used to build facilities capable of producing 1.8 million tons per year of ethylene glycol and 2 million tons per year of olefins, as well as a large number of fine chemical products derived from olefins. The facility for producing 1.8 million tons per year of ethylene glycol is part of the first stage of this project, and it represents the largest coal-based ethylene glycol production facility under construction worldwide. The estimated investment for this facility is 26.5 billion yuan. The project utilizes Collin’s patented dry powder gasification technology and Japan’s patented technology for producing ethylene glycol from syngas. Shaanxi Coal Group Yulin Chemical Co., Ltd. and Nippon Kako Kagaku Co., Ltd. jointly invested in establishing Shaanxi Coal Group Yulin Chemical Yugao Chemical Co., Ltd. to build and operate facilities for the production of oxalate esters as well as for the hydrogenation of oxalate esters to produce ethylene glycol. The second phase of the Shaanxi Coal Group Yulin Chemical’s demonstration project for the selective utilization of coal to produce new chemical materials focuses on coal pyrolysis and is carried out in two stages. The first stage involves the establishment of the pyrolysis facility, which will be built simultaneously with the ethylene glycol production plant, with completion and operation scheduled for June 2021. In the second stage, the scale of pyrolysis will be increased to 15 million tons, and the coal tar industry chain will be expanded to produce downstream products derived from aromatic compounds; construction is planned to begin by the end of 2021, with completion and operation targeted by the end of 2025. At present, the construction of projects for 1.8 million tons per year of ethylene glycol, 1.2 million tons per year of coal gasification, and 500,000 tons per year of coal tar hydrogenation has already begun. The preliminary procedures for these projects have been largely completed, all process packages have been delivered, and the overall design has been reviewed; the project is scheduled to be completed and put into operation in June 2021.
