Review meeting for the basic design of projects such as the 1.8 million tons per year ethylene glycol production facility in the first phase of Yulin Chemical, owned by Shaanxi Coal Group, was held. From August 15th to 16th, a review meeting for the basic design of the coal storage and transportation systems, coal gasification units, as well as the dimethyl oxalate and ethylene glycol production units in the first phase of this demonstration project for producing new chemical materials through the selective utilization of coal, was held in Xi’an. 20 renowned experts from the chemical industry across the country, as well as representatives from China Global Engineering Co., Ltd., China Tianchen Engineering Co., Ltd., Donghua Engineering Technology Co., Ltd., Northwest Electric Power Design Institute of China Power Engineering Consulting Group Co., Ltd., Kao Chemical Technology Co., Ltd., and Collin Future Energy Technology (Beijing) Co., Ltd., attended the meeting. Representatives from Shaanxi Coal Group’s Basic Construction Management Department, Strategic Planning Committee, Chemical Industry Division, Financial Assets Department, Energy Conservation and Environmental Protection Department, as well as Yulin Chemical Company also participated. This basic design review was conducted in 7 groups: process, equipment, general layout and utility systems, electrical and instrumentation, HSE, and cost estimation. The meeting heard presentations from China Tianchen Engineering Co., Ltd., Donghua Engineering Technology Co., Ltd., and China Power Engineering Consulting Group Northwest Electric Power Design Institute Co., Ltd. on the design documents for coal gasification units, dimethyl oxalate and ethylene glycol production units, as well as coal storage and transportation systems. The experts present conducted thorough discussions and careful reviews of the basic design of the aforementioned devices, forming review comments that provided valuable insights for the improvement and optimization of their design. At the same time, the expert group unanimously agreed that the above basic design meets the requirements of relevant laws and standard specifications; the design documents are complete, and their content and depth satisfy the requirements set out in the Sinopec Group’s \"Regulations on the Design Content for Foundations of Petrochemical Plants\" (SPMP-STD-EM2003-2016). The group approved the design for passing the expert review, and it can be used as a basis for carrying out further detailed design work after making the necessary modifications based on the expert feedback. The Demonstration Project on the Utilization of Coal at Different Grades to Produce New Chemical Materials by Shaanxi Coal Group Yulin Chemical Co., Ltd. is currently the largest coal chemical project under construction in the world, and it is located in the Qingshui Industrial Park in Yulin City. The total area of the project is approximately 13 square kilometers, with a planned total investment of 120 billion yuan. It will be capable of processing over 20 million tons of raw coal per year. The project includes 27 processing units along with the associated utility systems; these mainly involve the medium- and low-temperature pyrolysis of 15 million tons of coal, the production of 5.6 million tons of methanol, 1.8 million tons of ethylene glycol, 2 million tons of MTO, as well as downstream products derived from these intermediates. In the **13th Five-Year Plan for Energy Development** released in December 2016, this project was listed as a key construction project for the deep processing of coal ; In the \"13th Five-Year Plan for Demonstration Projects in the Advanced Coal Processing Industry\" released in February 2017, this project was once again listed as a new demonstration project for the differentiated utilization of low-grade coal. Phase 1 of the project involves an ethylene glycol production facility with an annual capacity of 1.8 million tons; it covers an area of approximately 4.4 million square meters. The estimated investment for this project is 26.6 billion yuan, and completion and commissioning are scheduled by the end of June 2021. Among them, the 1.8 million tons per year ethylene glycol plant’s gasification unit utilizes 5 Colson CCG pulverized coal gasifiers with a daily coal feeding capacity of 2,000 tons each; the effective dry-base gas production rate of each gasifier is 140,000 cubic meters per hour.
