Attendees included the Party secretary of Bijie City, Wu Donglai, the executive vice mayor of the city, Sun Xiaojing, the head of the city’s Natural Resources and Planning Bureau, Lu Maoyan, the Party secretary of Zhijin County, Yang Hua, Chen Kun, the party secretary and executive deputy county head of Zhijin County, and Cao Jinghai, the director of the Engineering Department at Sinopec Great Wall Energy Chemicals (Guizhou Company). At the meeting, Wu Donglai pointed out that Sinopec’s 600,000 tons per year polyolefin project in Zhijin is a key industrial project designed to support the development of the Bijie pilot area; it is also one of the 9 national demonstration projects for the upgrading of coal-based olefins, promoted by the National Development and Reform Commission. This project plays a significant role in promoting the high-quality economic development of Zhijin County and even the entire Bijie city. All levels and departments must continuously integrate resources and enhance their service orientation, focusing on resolving the practical issues related to the construction of supporting projects such as water supply, electricity, roads, coal mines, and land, in order to advance project construction efficiently and effectively. Wu Donglai demanded that all relevant units regard Sinopec’s 600,000-ton/year polyolefin project in Zhijin as a priority in their current work, strictly implement the responsibility system led by the top officials, focus on the set goals and tasks, strengthen task implementation, and resolutely complete all tasks associated with the construction of this project. Everyone must fulfill their own roles and responsibilities, take proactive actions, cooperate closely, and work together to create a cohesive effort in order to ensure that the project progresses in an effective and orderly manner. We must concentrate our efforts on overcoming difficulties, innovate solutions to problems, and go all out in tasks such as fund integration, land acquisition and demolition, as well as service provision. With higher standards, more practical measures, and a more determined attitude, we must make every effort to achieve new breakthroughs in project construction. It is hoped that Sinopec Great Wall Chemical Company will further expand its areas of investment and increase its investment volume, so as to accelerate the completion and commissioning of the projects and enable them to generate benefits as soon as possible. Yang Hua said that Zhijin County will fully implement the guidelines set forth at the on-site promotion meeting for Sinopec’s 600,000 tons per year polyolefin project, which was held in Zhijin on December 26, 2018. Focusing on the overall goal of having the project completed and put into operation by the end of 2022, the county will strengthen its operational measures and clarify responsibilities. It will also enhance cooperation with Sinopec Great Wall Energy Chemical Company, making every effort to provide all necessary support services to ensure that the project is completed and operational as scheduled. On May 28, a mobilization meeting was held for the land-clearing work of Sinopec’s 600,000-ton coal-to-olefins project in Zhijin, marking the start of a new construction phase for the project. Zhang Zhengjun, General Manager of Sinopec Guizhou Energy Chemicals, delivered a motivational speech. Over the past 10 years, Sinopec’s 600,000 tons per year polyolefin project in Zhijin has gone through many challenges and obstacles, but it has now reached a new phase of construction. All relevant units and departments should cherish this hard-won opportunity, strengthen communication, work together, and carry out the site leveling work thoroughly. This will lay a solid foundation for Guizhou Province to defeat poverty in a timely manner, for Sinopec to achieve comprehensive and sustainable development, and for Guizhou Energy Chemicals to move from the project preparation stage to the actual construction phase. Sinopec’s 600,000-ton coal-to-olefins project in Zhijin is a large-scale energy and chemical project aimed at the clean and efficient utilization of coal resources, jointly developed by Sinopec and the Guizhou Province. Located in Chadian Township, Zhijin County, Bijie City, Guizhou Province, the project covers an area of approximately 4,515 mu. It includes four large-scale chemical production units with annual capacities of 1.8 million tons of coal-to-methanol, 1.8 million tons of methanol-to-olefins, 350,000 tons of polypropylene, and 300,000 tons of polyethylene, as well as supporting facilities for two 350MW thermal power plants. The project received approval from the Ministry of Environmental Protection for environmental impact assessment in February 2017. It was approved for construction by the authorities in Guizhou Province on July 13, 2018, and the project’s feasibility study report was officially approved by Sinopec Corporation on November 18. CCCC is scheduled to be completed by the end of 2022 and put into commercial operation in 2023. Sinopec Great Wall Energy Chemical (Guizhou) Co., Ltd. was established on June 21, 2013, in Zhijin County, Guizhou Province; it is a holding subsidiary of Sinopec Great Wall Energy Chemical Co., Ltd. Among them, Sinopec Great Wall Energy Chemical Co., Ltd. holds a 99% stake, while Guizhou Shuicheng Mining Co., Ltd. and Bijie Zhijin New Area Biyun Construction Investment and Development Co., Ltd. each hold a 0.5% stake.
