From September 4 to 5, 2019, Shaanxi Yanchang Petroleum Yushen Energy Chemicals Company commissioned Aerospace Changzheng Chemical Engineering Co., Ltd. to hold a review meeting for the gasification process package in Beijing. Five experts were invited to attend the meeting: Cheng Dongzhao, chief engineer at Puyang Longyu Chemical Industry; Ren Shan, head of gasification operations at Jinmei Zhongneng; and senior engineers Zhou Jinglin, Ren Chao, and Jia Wei from Hualu. Representatives from various specialized teams at the aerospace company as well as those from the Xi’an branch of Beijing Engineering Co., Ltd. also participated in the meeting. During the review meeting, the expert group and participants listened carefully to the comprehensive presentation provided by Aerospace Changzheng Company on the \"Aerospace Powder Gasification Process Package for the Yushen 500,000 tons/year Ethanol Project.\" They examined the contents of each volume in detail, asked questions regarding the design concepts, technical approaches, and relevant standard documents. They held discussions in groups, offered valuable suggestions from the perspectives of process, equipment, and instrumentation, and reached a consensus. The aerospace company commits to making the necessary revisions and improvements to the process package in accordance with the expert group’s recommendations, and to delivering the final version of the process package on time as required by the contract. The successful conclusion of this review meeting for the gasification process package marks a crucial step forward in the construction of the gasification unit at Shaanxi Yanchang Petroleum Yushen Energy Chemical Company, laying a solid foundation for the project’s development. On September 4, the technical evaluation meeting for the environmental impact assessment report of the 500,000 tons per year coal-based ethanol project was successfully held in Xi’an, and the environmental impact assessment report passed the expert review. This meeting was chaired by the Shaanxi Provincial Environmental Investigation and Assessment Center. Participants included the Shaanxi Provincial Department of Ecology and Environment, the Yulin Municipal Bureau of Ecology and Environment, Beijing Petrochemical Engineering Co., Ltd., as well as the company’s general manager Guo Zunli and deputy general manager Kang Xiaoxu. The conference invited 5 experts to conduct a technical assessment of the environmental impact assessment report. At the meeting, President Guo first introduced the project overview and the progress of preliminary work to the attending leaders and experts. The report preparer presented to the meeting information on the overview of the construction project, the current environmental conditions in the area surrounding the construction site, predictions and evaluations of environmental impacts during the construction and operation phases, environmental protection measures along with assessments of their technical and economic feasibility, as well as plans for environmental management and monitoring. The experts present gave high praise to the construction of this project, and at the same time offered constructive suggestions and recommendations. Following technical consultations and thorough discussions, it was unanimously agreed that the project meets the requirements of **industry policies and relevant plans. By implementing the various pollution prevention and control measures as well as ecological restoration measures outlined in the implementation report, the negative impacts on the environment can be mitigated; from an environmental impact perspective, the construction of this project is feasible. Shaanxi Yanchang Petroleum Yushen Energy Chemical Co., Ltd.’s 500,000 tons per year coal-based ethanol project is planned to be constructed in the Qingshui Industrial Park of the Yushen Industrial Zone. The main construction scope and components include: using Xiwan coal as raw material to build a new 450,000 tons per year methanol production complex (comprising coal gasification, purification, shift reaction, gas separation, and methanol production units), a 500,000 tons per year ethanol production complex (including dimethyl ether, methyl acetate, and ethanol production units), an air separation unit with a capacity of 75,000 Nm3/h, 3 × 220 tons per hour high-pressure coal powder boilers, a 6,000 tons per year sulfur production facility, along with the necessary supporting utilities.
