It is reported that within the framework of their cooperation on a \"enclave economy,\" a modern coal chemical industry park with an annual production capacity of 5 million tons will be built near Datuhe in Lishi. Located at the border between Lishi District and Zhongyang County, on both sides of National Highway 209 which is under construction, it covers a total planned area of 13.2 square kilometers. Of this area, 10.8 square kilometers are in the Lishi region and 2.4 square kilometers in the Zhongyang region. Based on industries such as coking and coal chemical processing, efforts are focused on developing modern fine chemical industries, new chemical materials, hydrogen energy product chains, and modern equipment manufacturing industries. Develop industrial chains based on coal resources, including a coal-coke-chemical products chain, a coal tar-carbon material products chain, a clean energy products chain, a hydrogen energy products chain, and an equipment manufacturing industry products chain, in order to achieve chains that are \"high-end, differentiated, market-oriented, and environmentally friendly\". For the preliminary project construction, Datuhe Company will first plan and build coking and modern coal chemical industry projects in the park; these projects will cover an area of 3,600 mu, require an investment of 16 billion yuan, and be able to generate an industrial output value of 14 billion yuan per year as well as profits and taxes amounting to 3.5 billion yuan per year. The cooperative framework agreement for the \"enclave model\" between Lishi District and Zhongyang County is based on the principles of resource complementarity, intensive and efficient use, coordinated development, and shared benefits. 3,635 mu of land within Zhongyang County has been designated as the area for cooperation in developing an \"enclave economy\" between the two parties. A management committee for the jointly developed enclave economy park has been established to oversee the development, construction, and operation of this area, with a view to continuously improving the relevant institutional mechanisms. As the originating area, Lishi District is responsible for the construction and daily operation management of the park, including formulating detailed regulatory plans, carrying out infrastructure development, attracting investment, introducing industries, and managing operations. It is also in charge of various oversight tasks related to environmental protection, safety, and the market, as well as the issuance of relevant permits and licenses ； All infrastructure, investment in development and construction ； Zhongyang County will provide support for the implementation of these tasks in areas such as the overall planning of the park, approval processes related to land and forests, demolition, and land grading ； Various economic indicators in the cooperative area, as well as the distribution of tax revenues, will be allocated according to the proportions agreed upon by both parties.
