Yankuang Group is a state-owned, super-large energy enterprise whose core industries include coal, chemicals, equipment manufacturing, and financial investment; it is the only coal company in China to have listing platforms in both domestic and international markets. After more than 40 years of development, Yankuang Group has now established a development framework comprising six major bases: the Shandong headquarters, Shaanxi-Mongolia region, Guizhou, Xinjiang, as well as Australia and Canada. Yankuang Xinjiang Coal Chemical Co., Ltd. is a wholly-owned subsidiary of Yankuang Xinjiang Energy & Chemical Co., Ltd. Located in the Ganquanbao Industrial Park, it covers an area of approximately 1,050 mu and is mainly engaged in the production and sales of fertilizer-related products such as urea and synthetic ammonia. Leveraging the region’s abundant coal resources, 5.2 billion yuan was invested to build Xinjiang’s first multi-product, integrated, circular coal chemical plant. The plant has an annual production capacity of 300,000 tons of synthetic ammonia, 520,000 tons of urea, and 300,000 tons of methanol; in addition, it produces 26,000 tons of sulfuric acid, 50,000 tons of liquid oxygen and liquid nitrogen, and 25,000 tons of liquid argon. The environmental impact assessment for this project was approved by the former Environmental Protection Bureau of Xinjiang Uygur Autonomous Region in 2009 (Document No. Xin Huan Jian Han 67). The plant includes facilities for air separation, gasification, purification, methanol production, synthetic ammonia production, urea production, as well as systems for storing and transporting raw materials, ammonia recovery, cryogenic stations, and other supporting utilities. In terms of the adoption of technologies, processes, and equipment, full use is made of the technological innovation platforms owned by Yankuang Group, such as the **Key Laboratory for Coal Liquefaction and Coal Chemicals** and the **Engineering Research Center for Water-Coal Slurry Gasification and Coal Chemicals**. Three **“863” project achievements**, 7 technologies that have won various awards, as well as provincial (ministerial) level science and technology advancement awards, including multi-nozzle water-coal slurry pressurized gasification technology for which Yankuang Group holds independent intellectual property rights, along with 5 world-class foreign processes, are applied in these facilities. This reflects a high level of integration of modern coal chemical technologies. Approximately 500 million yuan was invested in building comprehensive pollution control and emergency response facilities, and in January 2016 the facility passed the environmental protection inspection upon completion conducted by the former Xinjiang Uygur Autonomous Region Environmental Protection Department (Document No. Xin Huan Han 24), becoming the first coal chemical enterprise in Xinjiang to pass such an inspection. The proposed 60,000 t/a melamine project in this phase is part of Yankuang Xinjiang Coal Chemical Co., Ltd.’s effort to expand its industrial chain; the urea, gaseous ammonia, electricity, recycled water, as well as other supporting utility and auxiliary systems required for this project will be supplied by the production facilities of Yankuang Xinjiang Coal Chemical Co., Ltd. By co-producing melamine with existing urea plants, the exhaust gas from the melamine process is used as the raw material gas for urea, eliminating the need for exhaust gas treatment. Melamine plants can share utility systems with ammonia synthesis and urea plants, thereby saving on construction costs. Good supporting conditions provide a solid guarantee for the construction of this project. The implementation of this project will further enhance the company’s ability to withstand market risks and its economic efficiency. The completion of this project will surely promote the development of the chemical and related industries in this region, making a significant contribution to the healthy growth of the region’s industry, agriculture, and economy.
