Procurement Content and Scope 2.1 Content and scope of this procurement: (1) Bid package number: E22002-MR-24-EX-007_0/01; Name of bid package: Chengda Company – Phase 3 of the 100,000-ton BDO Project at Xinjiang Lanshan Tunhe Energy Co., Ltd. – Package 4 of Tower Vessels. The content and scope of procurement include 24 tower vessels; detailed requirements can be found in the attached tender documents after the bid is approved. 2.2 Delivery deadline: Bidders should indicate the fastest possible delivery time. 2.3 Delivery location: Lamahu Liang Industrial Park, Qitai County, Changji Prefecture, Xinjiang – Chengda Lanshan Tunhe Phase 3 Project Site. 2.4 Quality standards or key technical specifications for the goods: Refer to the attachments in the tender documents (to be downloaded after the bid is approved). 2.5 Other details: 2.5.1 Both domestic and imported materials shall be quoted on a DDP basis, including taxes, necessary spare parts, and specialized tools. 2.5.2 The spare parts for two years are offered as an optional item and are not included in the total price. 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders 3.1.1 Bidders must be independent legal entities under the People’s Republic of China, possess a valid business license, have a registered capital of 3 million yuan or more, have been in operation for at least 3 years, and be qualified as general VAT taxpayers. 3.1.2 Bidders must *register. 3.1.3 Manufacturers on the list of qualified suppliers for this project. 3.1.4 In principle, only manufacturers are allowed to submit bids for this procurement package. If a manufacturer can only bid through an agent, it must provide a document confirming its exclusive authorization to do so. 3.1.5 Meet the qualification requirements related to the project. 3.1.6 Have good bank credit and commercial reputation, have not been ordered to suspend operations, have their assets not seized or frozen, and are not in a state of bankruptcy; there are no property disputes. 3.2 Bidders shall not be in any of the following situations: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the situation specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
